Summary

We are searching for a meticulous, methodical and confident Senior Analyst / Assistant Manager, Procurement

You will be part of the IT team and will be the beacon providing advice on procurement policy requirements and governance on process to ensure compliance.

You will work closely with other departments, management and vendors to reduce the company's contracting risk and ensure a fair and transparent procurement process.

**Job Description**:
**Responsibilities**:
- Work closely with IT Users to understand their procurement needs and suggest directions- Help users understand and be compliant with the procurement guidelines- Lead Request for Proposals (RFP) and liaise with vendors and User to ensure timely completion. Ensure the process is fair and follows the company’s guidelines- Identify stakeholders and work closely with them (such as User, Legal, etc.) from reviewing contracts, submission of necessary documentations, to getting relevant approvals- Assess pricing mechanisms and financial terms proposed by vendors and counter propose terms that are beneficial to the organisation- Provide procurement inputs into contracts that would ensure timely delivery of quality products and services- Support supervisor in project management- Suggest and feedback on procurement policies and processes

**Requirements**:
- Bachelor's Degree in any discipline- Minimum 3 years of working experience in a Procurement role- Minimum 1 year of working experience in the IT industry- Have a good understanding and experience in managing Fixed price, Full-time equivalent (FTE) and Time and Materials (T&M) contracts- Reasonable understanding on Agile project management and contracting- Experience in project management- Proficient in Microsoft Office

Key Skills- Strong knowledge of the company’s procurement policies and be guided by prudence- Ability to understand and write contracting language- Basic knowledge in financial considerations and risk exposures- Capable of analysing cost implications in suppliers’ offers, make reasonable assumptions, provide meaningful comparisons and present findings clearly- Ability to find points for negotiation and strengthen company’s bargaining power to gain the best value for the company- Highly logical, attention to details and high accuracy in work done- Maintain good housekeeping. Mindful in keeping proper documentation and be organised- Able to keep abreast of procurement best practices, innovate, and embrace change- Good project management skills. Ability to garner team members’ contribution and manage project’s progress- Good negotiation and communication skills to put point across and build relationships- Good time and stress management- Strong integrity. Takes ownership and responsibility- Courage to make difficult decisions- Independent and self-motivated- Embraces technology to replace manual processes- Exposure to JIRA - Project management tool
