[What the role is]
This is a 2-year contract position as a Senior Manager in the Finance Office.
**[What you will be working on]**
As a Senior Manager, you will be part of the procurement team to develop and implement overarching procurement policies, procedures and frameworks to enable effective, efficient and value-for-money procurement for Ngee Ann Polytechnic.
Your responsibilities will include, but are not limited to, the following:
- Lead a team to administer the Procurement function for the Polytechnic
- Provide advice to departments, Tender Boards and Management on procurement policies and procedures, resolve identified issues with the appropriate stakeholders
- Manage the end-to-end procurement process for departments from include vetting of Quotations and Tenders documents, reviewing of submissions to seek approval for tender award to awarding of contracts
- Lead and involve in various procurement initiatives, such as streamline of procurement processes through automation and technology
- Perform data analytics on procurement data to gain insights and uses the information to improve procurement processes
- Review internal guidelines/SOPs/templates to ensure the key Procurement principles are met
- Conduct procurement training and briefing to departments
- Other ad-hoc initiatives and projects may be assigned
You may be rotated to other sections in the Finance Office.
**[What we are looking for]**
- Degree in any discipline
- At least 5 years of working experience
- At least 3 years of supervisory experience
- Effective team player with good communication, analytical and interpersonal skills
- Resourceful, meticulous, able to multi-task and work under pressure
- Committed, responsible and self-driven with good working attitude
- Experience in public sector procurement will be advantageous
