**What the role is**
- The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat supports the PSC in executing its roles. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity.
One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. The Secretariat supports the PSC in the selection of talents for the Public Service, and drives the formulation of effective scholarship policies and talent attraction strategies. The PSC Secretariat also oversees the development of PSC scholarship holders and administration of the PSC scholarships.
**What you will be working on**

You will be part of the team reporting to the Assistant Director (Policy & Strategy) that formulates scholarship policies and strategies to ensure the effectiveness of the PSC Scholarships in attracting and developing talent for the Public Service. You will be involved in a wide variety of reviews which can include developing new scholarship ‘products’, reviewing sponsorship terms, as well as refining operational policies. You will also lead the collection, consolidation, and analysis of scholarship data to provide meaningful and useful insights to inform the PSC Secretariat’s work. In this role, you will be required to work in close partnership with other functional teams both within PSD as well as across the Public Service.
[Specific Job Responsibilities]
- Formulate and review scholarship policies to improve the effectiveness of the PSC scholarships in attracting and developing talent for the Public Service.
- Review and refine talent attraction strategies to ensure the Public Service continues to attract its fair share of talent.
- Monitor and sense-make trends and developments in the scholarship and higher education landscape, working and collaborating closely with other government agencies to gather information and data.
- Analyse and translate key scholarship statistics and trends into meaningful insights to inform the design and development / refinement of new and existing policies and practices.
- Manage media and parliamentary queries on scholarships-related matters, coordinate media coverage for key events and advise on requests for profiling of scholarship holders.
You may also be involved in:
- Developing and enhancing milestone programmes for scholarship holders
- Planning and executing various outreach and engagement events (e.g. Award ceremonies, information sessions etc.)

- [Talent Management & Succession Planning] The ability to identify, manage, develop and retain talents for leadership/pivotal roles in the organisation so as to ensure the success of organisation in the future. This also includes creating a plan to ensure healthy succession bench-strength of the organisation.
Prior experience in HR, Policy & Planning, and/or Data Analytics work in the Public Service would be an advantage.
