**Job Description**:
We are looking for a Scrum Master/Project Manager to perform within the Hybrid Project Management environment. You must be able to leverage the best of both worlds - waterfall and agile methods to increase results, quicken goals achievement, lower expenses, and bring more project benefits.

This role will ensure accurate capture of business and security requirements, and make sure the dependencies are met and efficient solutions are adopted and delivered across the enterprise.

**Responsibilities**:

- Run projects both in Waterfall and Scrum, increasing results, quicken goals achievement, lower expenses, and bring more project benefits.
- Removing or facilitating the removal of impediments that block the progress of program or product delivery.
- Assist in coaching leaders and scrum masters in Lean or Agile practices, while supporting and educating the Product Owner and their teams to ensure a healthy Product Backlog.
- Ensure that projects follow standard operating policies, procedures, and best practices, and exhibit a goal-driven aptitude to take on stretch goals and contribute towards firm-wide Agile Transformation initiatives.
- Pay attention to team needs and pivot approaches accordingly to support the delivery of business value.
- Manage and facilitate cross-functional team ceremonies, including increment planning sessions, to establish scope and build release plans, and champion and foster project change management processes and procedures.

**Qualifications**:

- Bilingual (Mandarin and English) with excellent verbal and written communication and presentation skills at all levels of the organization.
- 2+ years of experience in leading large-scale transformation programs involving business process and change, organization change, and multiple large-scale technology components.
- 3+ years of experience in business analysis, software/solution development, project/program management, and delivery.
- 3+ years of experience leading Information Technology projects, working with technical teams, architecture, and 3rd party suppliers/providers.
- Strong stakeholder engagement skills, a pragmatic approach, and confidence to deliver projects in an environment undergoing significant transformation.
- Proven track record of working in China (Regulatory projects, ICT projects, Banking Projects, InfoSec Projects).
- Bachelor's degree or higher from an accredited college/university.
- APM or PMI Certified or Certified Scrum Master (CSM) or Certified Scrum Professional (CSP).
