In addition, the Project QA/QC Engineer leads project site improvement projects, and is expected to implement site quality programmes in accordance with organizational objectives.

The Project Engineer (QA/QC) is responsible for assisting the project manager in ensuring the quality standards of all construction trades with developed skills in quality control, construction management, construction supervision, quality assurance, monitoring issues pertaining to all Quality related matter including drawing and specifications. Responsible on QA/QC Plans, formulate checklist, inspection and procedures as well. He/She is also required to ensure compliance with workplace safety, health and other regulatory requirements in his/her line. He/She is also required to ensure compliance with workplace safety, health and other regulatory requirements and have basic understanding of the International standards like ASME, AWS, ASTM, ASHRAE, SMACNA, and BPE.

The Project QAQC Engineer is required to have strong communication skills to lead a team to meet organizational outcomes. He/She is expected to guide and mentor the Assistant Engineers under his/her charges.

JOB REQUIREMENTS
- Preparation of Project Quality Plan (PQP) and carry out Internal Audit as scheduled in the PQP. Preparation of Inspection and Testing Plan (ITP) according to various Standard.
- Perform all daily inspection and test of the scope and character necessary to achieve the quality of construction required in the drawings and specifications for all works under the project performed ON or OFF site.
- Carrying out inspection and checking for all quality related procedures in the site and ensures activity at site are as per approved method statement and ITP.
- Coordinate with the client’s representative and/or Site in-charge for inspection and meeting about quality problems including closure of Non-Compliance Report.
- Taking care of QA/QC documents of the entire project including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/ observations, permanent materials, equipment delivered and other QA/QC documents.
- Responsible for closure of Non-conformance (NCR) and Site Instruction (SI).
- Responsible in the quality and workmanship of all activities, thorough knowledge of all phases of engineering. Fabrication and Construction in relation to Mechanical, Structural, and Electrical discipline interfacing the multidisciplinary operations
- Performs line check on the completed or erected pipe line, ensuring proper installation according to allowable standard
- Liaising with client and installation team and comply with inspection requirements
- Monitoring job progress and ensure quality work at targeted schedule, Preparation of reports on job status and project completion
- Verifying of P&IDs and layout drawings on the test packages are in current revision as approved by the client
- Performing test packages and endure that the test pressure, test medium and test limits are properly specified.
- Supervising and leading a team of workers and sub-contractors to perform works on-site
- Inspection of equipment, structural steel, piping, equipment to ensure proper handling and documentation over to clients
- To review, witness, monitor and check the WPS, PQR and Welder Qualification Test record, and witness Qualification Test contractor
- Implement Quality Culture across the project by working with Trade contractors, Main contractors QA Manger and execute as per project requirements deliverables.
- Attend weekly and as and when required by Client QA/QC meeting and resolve all QA/QC related issues if any and ensure that proactively work towards achieving the best in quality deliverables for this project.
- Follow up on the Root Cause Analysis (RCA) and ensure that any NCR raised is addressed with CAPA action plans and implement them on time.
- To coordinate and arrange and call for all inspections at various stages as per approved ITP with Main contractors, Client and Subcontractors.
- Compile vendor/final turnover dossier and manufacturing data records and Final handover to Client.
- Work with the Start-up Manager and Field Manager to develop and administer the various systems Walk downs/Punch lists close out/ testing and commissioning/Final Documentation Handover including Mechanical and Substantial Completion to Client.
- Coordinate with Project Engineers for technical assistance, generating Root Cause Analysis (RCA) for Client-requested quality observations, and project closeout
- To prepare and maintain all test results and final QC acceptance documents.
- To perform inspection of all Mechanical and Electrical equipment, installations, in process inspections and maintain the records.
