**Roles & Responsibilities**

**Role Summary**

The main purpose of this role is to provide technical and techno-economic support the Operations Department in tender reviews and preparation, in particular with the technical analysis of the tender requirements. The Tendering Engineer shall develop and maintain an understanding of the regional market conditions and developments and Company’s fleet capabilities to assist the Marketing Team in establishing and maintaining a beneficial marketing and business development strategy.

**Key Responsibilities**
- Develop and maintain understanding of the local markets and on a as needed basis assist in compilation/updation of marketing spreadsheets which has a cross functional impact (backlog and revenue forecast), fleet status report etc.
- Assist in tender strategy - making Company as competitive as possible in tender submissions.
- Plan organize and accountable for Tender submission (primarily technical bid complying with the customer template prescribed in the tender) to Customers.
- Conduct technical gap analysis for rig equipment and contract specifications and lead sourcing of cost estimates for compliance with tender requirements.
- Build high level project plans in MS Project for submission with the tender for rig mobilisation and upgrade timelines.
- Prepare cost models based on mobilisation plans, technical gap analysis of the rig and operational requirements.
- Review ITT and specifically highlight cost impact with regards to Responsibility Matrix
- Ensure that technical content of tender submissions is accurate and factual.
- Continuous improvement of tender processes.
- When required and following correct protocol, engage with other business areas to gather required information and first-hand experience.
- Identify potential issues between chosen rig and required scope of work.
- Liaise with rig organizations/technical support to ensure IADC equipment list, short specification sheets and Technical documentation of the fleet is accurate for dissemination.
- Review and mark up of Responsibility Matrix and other technical exhibits/annexures for rig contracts ensure additional costs are identified.
- Review rig compliance with tender required standards (API, MODU, or similar nature) and recommendations to seek clarification/exception while maintaining a compliance tracker for the regional rig fleet.
- Assistance with QHSE reviews for ITT where requested
**Qualifications**
- Preferred Bachelor’s degree in Business, Engineering or similar.
- Industry qualifications or similar (Drilling operation and management/Industry Project based)
**Experience**
- Previous experience in a similar role with an international drilling contractor (preferred) or service provider for at least 8 years; past Operations experience is ideal
- Detailed knowledge of API, Modu Code and CAP 437 standards
- Preferred experience in shipyard / rig modification projects
- Preferred experience in reviewing and understanding of rig operational budgets.
- Ability and experience in preparing and writing technical responses.
- Detail oriented. Excellent analytical skills, disciplined, organized and willing to travel.
- Able to work under pressure.
- Structured and systematic with strong time planning abilities.
- Communication and English writing skills, with specific experience of formal contractual language and written style
- Fluent in written and spoken English. Additional languages are beneficial.
- Proficient in MS Office package including project planner
- Experienced in building project plans and rig budgets Experience working offshore would be highly advantageous.
