**Duties**:
- Provides experienced leadership of bank development by coordinating with the Interagency Review Team (IRT) and others, conducting negotiation and conflict resolution, and managing projects within the mitigation program.
- Provides initial feedback to the sponsor and others about the proposal and determining the complexity and issues of concern, including site selection, service area, long-term protection, and the Interagency Review Team (IRT) process.
- Processes and issues Department of the Army permits in accordance with 33 CFR Part 320-332, other regulations, policies, and Federal statutes.
- Serves as in-house resource for staff, and a contact for other Districts and Divisions and external customers by proposing and formulating solutions for highly complex and visible issues concerning requirements for permittee-responsible mitigation.
- Prepares papers, memos, and other documents concerning technical, policy, or procedural issues for the District Engineer, higher authority, other agencies, and/or the public.
- Serves as an expert witness in lawsuits and other legal proceedings.
- Supports the District/Division Counsel, U.S. Department of Justice by responding to FOIAs and discovery motions and for litigation as it relates to mitigation or wetland issues.

A.
- **Degree**: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

- **Combination of Education and Experience**:Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.**_Basic Requirement for Ecologist:_**
**Degree**: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.**_In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:_**
**_Specialized Experience: _**One year of specialized experience which includes experience managing actions that involve Mitigation Banks (Banks) and In-Lieu Fees (ILF) Programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[11).

- Work Schedule and hours of duty must be established during business hours under Pacific Standard Time.

- Incumbent will be provided Government-furnished equipment (GFE) to perform duties (e.g. laptop).
