Payroll Country Manager

**Job Purpose**
The Payroll Manager, EFS Payroll role in Singapore is responsible for leading the payroll team that oversees multiple business unit payroll processing for approximately 3900 employees. This role is a key business partner with other functions to drive improvements to ensure scalability as the business continues to grow, while also ensuring an exceptional employee payroll experience.
**Key Responsibilities**
- Manage payroll processing for Singapore for approximately 3900 employees including salaried and hourly non-union, special Off-cycle payrolls, and bonus processing.
- Support and Coordinate to Recruits, interviews, hires, and trains new staff in the EFS Payroll team.
- Manages the activities and guide the reporting team consists of Senior Payroll Analyst and Payroll Analyst for day-to-day Payroll processing
- Coordinates with Business units HR Managers/Directors in maintaining employee’s payroll data timely and accurately.
- Manage the work plan and allocation of work and ensure employees are in roles to succeed and grow professionally while ensuring all deadlines are met and all work is completed accurately.
- Lead collaborative efforts with HR/Recruiting to develop process improvements to allow for greater efficiencies and sharing of information, primarily through the effective use of systems.
- Work closely and collaboratively with the regional and corporate team to ensure that policies in place are followed.
- Ensure accurate and timely remittance of payroll taxes, filing of returns, and issuing of employee tax forms.
- Partner with internal functions to identify and drive process improvements to ensure scalability as the business continues to grow.
- Develop and implement best practices, key performance indicators (KPI’s), and SLA metrics for the team.
- Partner with our HR SSC, HR BP, Digital and Business Unit teams to drive improvements in current and future payroll offerings.
- Manages the workflow of payroll processes based on SOW agreed in SLA with entities.
- Manages the preparation and maintenance of accurate records and reports of payroll transactions.
- Ensures compliance with local payroll, wage, and hour laws and best practices.
- Facilitates audits by providing records and documentation to auditors for Payroll processing.
- Work with third party Payroll Service provider (ADP) to Identify and recommends updates to payroll processing software, systems, and procedures.
- Determines and manages ways to improve payroll efficiencies and standardization.
- Serve as a key business partner to Finance, Compensation and Benefits, and Human Resources, leading and/or supporting projects to address RTX business needs and achieve company goals.
- Develops payroll integration strategies for new payroll acquisitions.
- Independently research and resolve complex payroll issues
- Other duties and responsibilities may be assigned by management.
**Requirements**:
- 5+ years’ experience in Singapore payroll required.
- Experience in other APAC country payroll processing is a plus.
- Prior experience managing, coaching, and developing a payroll team.
- Comprehensive understanding of Singapore payroll and all other APAC country specific regulations
- Experience managing a remote team.
**Preferred Skills**:
- BA/BS degree strongly preferred.
- Experience with workday and ADP Globalview platforms
- Experience using SAP, Kronos, e-Time preferred
