Job Description
A Data Governance manager position is available in the BioMedical Data Architecture & Repository (BioMed DAR) unit in BII A*STAR. DAR operationalizes a SSSO (Standard Systems Support Office) in BMRC for clinical research data management as a central repository for BMRC-funded clinical research programs.
The Data Governance Manager will lead and manage BioMed DAR’s data governance activities and be responsible for improving the practices of data management. The focus will be on the establishment and compliance adherence of a data governance framework for data policies, standards and practices within BioMed DAR to achieve the necessary consistency, quality and protection for the unit’s operational needs. He or She will also serve as a point of escalation for governance, data quality and protection issues with internal and external stakeholders.
Roles and Responsibilities
Establish and govern a BMRC-wide data governance implementation roadmap (e.g. associated strategies and capabilities)
Roll out the BMRC-wide data governance framework (consistently improving on data quality and its protection through modifying organization behavior policies and standards, principles, governance metrics, processes, related tools and data architecture)
Define roles and responsibilities in data governance and ensure clear accountability for stewardship of the datasets under BioMed DAR’s care.
Serve as a liaison between BioMed DAR and internal/external stakeholders to ensure that business requirements for protecting data are clearly defined, communicated as part of operations and planning.
Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements in BioMed DAR
Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements
Oversee periodic updates to the Data Governance Roadmap
**Qualifications**:
Bachelors or Masters in Computer Science, Information Management, Business or related-fields
Minimum of 10 years of experience in a major organization, with large-scale data or project management and oversight experience. Additionally, minimum of 5 years in a management role.
Demonstrated consulting and implementation skills to drive large-scale projects; Recognized internally and externally as an expert to influence the way things are done.
Knowledge in IT/data management practices in technology-related industries. Preferably possesses knowledge in data governance practices and government regulatory requirements.
