ROLE: Chief Financial Officer APAC

LOCATION: Singapore

DEPARTMENT: Finance

REPORTING TO: Head of WB APAC and WB CFO

**Overall Function**
ING APAC is one of the large Wholesale Banking regions in ING. APAC is ING's key growth region and is adding more WB clients and products with ambitious revenue targets. It has currently over EUR 40bln of assets, EUR 1.3bln revenues (EUR 660mln of revenues is booked in Asia) and a profit before tax of EUR 160mln. Our Wholesale Banking business is present and active in 11 major economies in the APAC, namely Australia, China, Hong Kong, India, Indonesia, Japan, the Philippines, Singapore, South Korea, Taiwan, and Vietnam. ING’s presence in APAC also includes a 13% stake in Bank of Beijing (BoB), China and a 23% stake in TMBThanachart Bank (TTB), Thailand.

The APAC CFO is member of the WB APAC Executive Leadership Team which is responsible for setting the region's future strategic direction. Moreover, the CFO APAC is end-responsible for ING’s regional financial strategy, including internal and external reporting, budgeting, procurement, forecasting, treasury and capital management, tax management, and business performance reporting and analysis. The CFO APAC has a hierarchical line to the Head of Wholesale Banking APAC and reports functionally into the CFO Wholesale Banking. The CFO APAC leads a regional team in Singapore with functional responsibility over all finance functions in the region, including Tax, Procurement and Treasury.

**Key Responsibilities**
1. Strategy and general management
- Active initiator and co-creator of the WB region’s future business/finance strategic direction and leading strategic initiatives
- Monitor the flawless & timely implementation of WB strategic business plans and projects.
- Trusted advisor to Head of WB APAC and WB CFO on financial performance and strategy execution to ensure division can meet its business objectives.

2. Development of the Finance Function and its people across all APAC locations
- Responsible for vision and strategy formulation of the Finance function for the APAC region.
- Drive the further development of the APAC Finance Function and its talent such that this function will be recognized as the benchmark of a high performing team in Finance globally.

3. Compliance with Group and local financial accounting and regulatory requirements, including its control framework
- Providing financial accounting, regulatory and tax reporting in full compliance with statutory, regulatory and control requirements.
- Optimal managing of funding and liquidity risk while complying with the regulatory limits and ratios.
- Ensuring all relevant policies and minimum standards are timely, efficiently and with high quality implemented across the region.
- Responsible for risk management and compliance in the Finance domain.
- Responsible for maintaining in depth relationship with regulators and external auditor.

4. Business support
- Empowering the Head of WB APAC and business partners to plan, forecast, control, and continuously optimize financial performance, by providing timely, accurate and relevant business intelligence and decision support.
- Responsible for challenging the WB and on its results, budgets &forecasts and providing advice to enable the business to consistently deliver results.
- Leading strategic and change leadership dialogues with business partners and outside thought leaders throughout the region to boost our performance / innovations.
- Responsibility for the WB Rolling Forecast for APAC and various financial projections.

5. Change and innovation
- Leading cross boarder strategic and operational change and innovation within APAC Finance domain. For example, the EURASIA Finance initiative, where the next phase is to standardize and centralize MI work for APAC to GFS Amsterdam. This involves organisational change at all levels of the organisation: organisation structure, processes, systems, culture, people (Behaviors & Expertise).
- Active thought leadership and delivery on behalf of APAC towards WB Global MI and data analytics initiatives.

**Job requirements**
1. Education

Master’s degree in Finance, Economics or Business Administration. CPA (or comparable post graduate study) a strong plus.

2. Work Experience
- More than 15 years of international leadership experience in the area of Banking and Finance with strong knowledge of banking products, accounting, ALM/Risk and controls
- Experience/exposure to different cultures and environments e.g. different companies/countries
