**Position Summary**:The incumbent is responsible for developing and implementing Environmental Health & Safety (EHS) Management System to ensure compliance of all applicable laws and regulations, codes of practices and Pfizer EHS Standards and provide EHS technical guidance to support API plant operations not limited to essential programs such as risk management, job safety analysis, risk assessment, working at height, permit-to-work, electrical safety, confined space entry, occupational hygiene, environmental protection, fire/life safety and construction safety.

Accountable for
- Regulatory EHS legal register to ensure compliance with all applicable local laws and regulations.
- Internal focus audit to ensure compliance with applicable laws and regulations, Pfizer Global EHS standards and recommended practices.
- EHS leading indicators and performance metrics.
- Effectiveness of EHS Management System and Risk Management.

**Position Responsibilities**:

- Develop and update EHS Compliance/Legal (refer to ‘laws/regulations’) Register and respond to regulatory changes from time to time inclusive all applicable regulatory licenses and/or permits.
- Develop and implement EHS Management System (EHSMS), and monitor the progress of the performance metrics of workplace safety and health, risk management and emergency preparedness programs, and intervene when deviation occurs.
- Conduct risk assessments to identify hazards, eliminate and/or minimize significant adverse impacts associated with changes.
- Conduct incident investigation using method-1 tools to identify the root causes and to determine corrective/preventive measures to prevent a recurrence.
- Conduct regular internal audit to evaluate the effectiveness of the EHS programs and address the gaps/deviations in a timely manner, and perform external hazardous waste contractor audit as needed.
- Conduct contractor pre-qualification assessments to assess the EHS performance of new contractors prior to working onsite.
- Develop and conduct EHS orientation and training for colleagues and in-house contractors as part of control/mitigation measures that identified during EHS impact and/or risk assessments.
- Conduct quantitative risk assessments as per Occupational Hygiene Sampling Plan to identify physical, chemical and biological hazards/risks associated with business activities and implement control measures to minimize the risk/s to a reasonable and practical level.
- Conduct environmental aspect/impact assessments and implement controls measures to minimize environmental risks to the community.
- Develop and organize EHS promotion and education activities focusing on situational awareness among colleagues and contractors before starting their routine and/or non-routine work activities.
- Contribute innovative ideas to enhance the efficiency and effectiveness of EHS Management System and Risk Management.

**Organizational Relationships**:

- Involve in cross functional EHS Committee, and engage Committee members to perform internal focus audit, and education and promotion activities.
- Liaise with regulatory agencies (e.g. MOM, NEA, SCDF, SPF) in terms of site point-of-contact, follow-up and correspondences.
- Involve in Global Occupational Hygiene, Life / Personal Safety, Environmental Sustainability Network to leverage on practice and guidance, and resources.

**Qualification & Work Experience**:

- Degree in Safety / Mechanical Engineering / Environmental Engineering or Technology / Chemical Engineering or Chemistry.
- Certified Workplace Safety & Health Officer / Certified Fire Safety Manager is advantageous.
- 3 ~ 5 years’ relevant experience in pharmaceutical industry or petrochemical / oil refinery, chemicals manufacturing industry is advantageous.
- Fully complete Covid-19 vaccination and could provide official medical certificate
