**Job Description**:
We are hiring for a SM/PM with blended project management experience. You must be able to leverage the best of both worlds - waterfall and agile methods to increase results, quicken goals achievement, lower expenses, and bring more project benefits.

The role will be a key management and coordination point ensuring business and security requirements are accurately captured, dependencies are met and that solutions are efficiently and effectively delivered and adopted across the enterprise

**Duties and Responsibilities**:

- Lead multiple cross-functional teams on various projects both using Agile & Hybrid methods.
- Actively remove or facilitate the removal of impediments that block the progress of program or product delivery
- Support and educate the Product Owner and their teams to ensure a healthy Product Backlog
- Partner and collaborate with internal teams, stakeholders, vendors, and dependent teams
- Lead increment planning sessions to establish scope and build release plans
- Manage and facilitate cross-functional team ceremonies to support development and product releases. Teams may be globally dispersed
- Champion and foster project change management processes and procedures
- Foster team accountability while ensuring the continual flow of high-quality value from the Release
- Ensure that projects follow standard operating policies, procedures, and best practices
- Assist in coaching leaders and scrum masters in lean or agile practices
- Exhibit a goal-driven aptitude to take on stretch goals and contribute towards firmwide Agile Transformation initiatives
- Pay attention to team needs and pivot approaches accordingly to support the delivery of business value

**Qualifications**:

- Multilingual - able to communicate (written and verbal) and do business transactions in Chinese (i.e, Mandarin) and English
- 2+ years leading large-scale transformation programs, involving business process and change, organization change, and multiple large-scale technology components
- 3+ years delivering large-scale IT solutions leveraging Agile or Scaled Agile Framework (SAFe)
- 3+ years of experience leading Information Technology and Cyber Security projects
- Experience working with technical teams, architecture, and 3rd party suppliers/providers
- Strong stakeholder engagement skills, a pragmatic approach, and confidence to deliver projects in an environment undergoing significant transformation
- Creativity in problem solving and communicating
- Proven track record of working in China (Regulatory projects, ICT projects, Banking Projects, InfoSec Projects)
- Experience in business analysis, software/solution developers, Project/Program management and Delivery
- Very strong understanding of the IT and system development life cycle
- Excellent verbal, written communication, and presentation skills at all levels of the organization
- Bachelor's degree or higher from an accredited college/university
- APM or PMI Certified or Certified Scrum Master (CSM) or Certified Scrum Professional (CSP)
