As part of the Downstream Portfolio Projects & Engineering Team, you will provide leadership and expertise on all the aspects of Instruments & Controls Engineering within Downstream East (DS) Portfolio Projects. You will be in collaboration with Asset Operations, Maintenance, and Engineering Contractors to drive Shell Downstream east project portfolio and deliver by providing high-value credible engineering services & assurance.

**What’s the role?**

Further accountabilities are as follows:

- Accountable for exercising appropriate discipline controls for Downstream (DS) East portfolio projects throughout the Project life (Identity, Assess, Select, Define, Execute).
- Assures technical integrity of DS East portfolio projects throughout their life cycle. This includes responsibilities for the Technical Authority role for the PACO discipline in the following areas of expertise:

- Process Automation System
- SIS & Safeguarding
- Fire and Gas
- Instrumentation
- PCD Integrity & Security
- Alarm Management
- Technical Authority ( TA2 / TA3) responsibilities include:

- Ensures all deliverables produced by/for their disciplines as defined in the respective Projects Controls and Assurance Plans (PCAP) comply with the approved Codes & Standards.
- Reviews and approves business critical deliverables requiring TA-2 authorization appropriate to their discipline (e.g., those with significant multi-discipline content).
- Accepts business critical deliverables developed by the contractor on behalf of DS East projects (after having assured compliance).
- Participates in technical verification exercises of contractor deliverables.
- As appropriate, recommends and justifies deviations from the approved Codes & Standards to the Technical Authority 1 approval.
- Participates in contract tender evaluations & vendor negotiations to review technical qualifications (experience, personnel, equipment, etc) for executing the scope of work.
- Represents Engineering Team in HAZOPS, SIL, Risk Assessments, and other safety reviews
- Promotes Process Safety and shares learnings from Process Safety incidents across the organization
- Provides innovative, fit-for-purpose solutions for complex challenges using, at times based on incomplete information
- Contributes new ideas and identifies opportunities to improve the efficiency of business processes and to improve value delivery to projects
- Defines the scope of work and progresses contracts for services related to Instrument & Controls, with mínimal supervision
- Working with the Project services team to develop the Cost Estimates for Instrument & Controls Scopes
- Assists in the management of technical interfaces with contractors and vendors
- Ensures high-quality critical as-built documents and drawings related to the discipline for all projects
- Develops effective working relationships with relevant disciplines, engineering contractors, and asset focal points
- Acts as a role model to promote strong safety culture
- Plays a key coaching & mentor role for young engineering professionals.

**What We Need from You**
- Engineering Under-Graduate or Graduate in Instrumentation/ Electrical / Electronics & Communications or Equivalent
- Instruments & Controls Engineer with a minimum of 10 years experience in Petrochemicals/ Refinery/ LNG/ Oil and Gas Projects.
- Proven track record in a Technical Authority role covering all aspects of C&A and Instrumentation disciplines.
- Experience in delivering Pre-FEED & FEED Packages through Engineering Contractors
- Good knowledge of international engineering standards, best practices, and systems.
- Knowledge of Process Safeguarding and Fire & Gas systems.
- Knowledge of field instrumentation, integration of third-party packages, and base layer control.
- Ability to establish professional relationships with all the stakeholders.
- Good experience on integration of Brownfield & Greenfield scope of work.
- A strong commercial mindset with a focus on safety, timely delivery, and quality.
- Ability to work in a framework of openness and trust within a multi-project environment, demonstrating flexibility, responsiveness, and delivery focus.
- Experience in driving business improvement in engineering.
