**THK**MC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011. **THK**MC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission To Serve Mankind to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. **THK**MC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors' Community, and Therapy.
DESIGNATION : Procurement Manager
RESPONSIBILITIES
- Responsible for delivering cost savings targets through competitive bidding process and effective negotiation of supply and service contracts.
- Responsible for performing all aspects of procurement activities in support of centralized/strategic procurement initiatives including stakeholder requirement analysis, identification of bidders Tender/RFP/RFQ document development, conducting competitive tender/RFQ, evaluation, supplier selection, negotiation, contracting, risk mitigation and supplier performance.
- Manage the life cycle of procurement contract from contract initiation, transition, expiry/termination or extension/renewal.
- Supervise the procurement staff in meeting procurement objectives and performance targets.
- Support Tender Evaluation Committee in vendor evaluation and selection.
- Review procurement submissions to ensure compliance with procurement policies and guidelines.
- Lead effort in improving the procurement processes.
- Provide advice to divisions on procurement matters.
- Administer e-procurement accounts and transactions.
- Monitor procurement budget and expenses
- Undertake any other ad-hoc tasks as assigned from time to time
QUALIFICATIONS
- Tertiary qualification with preferably with at least five year of procurement experience and knowledgeable of procurement procedures, standards and guidelines.
- Must have proven track record of delivering cost reductions through effective sourcing and negotiation.
- Knowledge of negotiating and implementing service agreements and contracts
- Ability to think critically and multitask with sense of urgency.
- Team player with strong organizational and interpersonal skills
- Good written, verbal communication and negotiation skills
- Proficient in Microsoft Office Words, Excel and PowerPoint.
