Financial Systems Specialist

**Duties**:

- Serves as a senior specialist with responsibility for the daily effective operation of one or more critical financial/financial management systems as well as responsibility for identifying problems, needed enhancements, and or system changes.
- Analyzes large amounts of data (input and output) to make a determination if a local solution or wider system redesign is warranted.
- Reviews and analyzes various output products to identify systems and/or regulatory problems. Identifies weaknesses and problems in financial subsystems and develops recommendations to improve effectiveness and efficiency.
- Prepares system change/programming specifications, and specifies programming instructions, inputs and outputs, structures, and other analytical products to translate functional requirements to technical requirements.
- Duties will be developmental in nature when the position is filled below the full performance level.

**Qualifications**:

- **Applicants MUST have related financial experience AND/OR a related financial degree **(examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. **Substitution of combination of education and experience must still, in conjunction, mínimally satisfy the DHA qualification requirement.**

**Examples of qualifying specialized experience at the GS-11 grade level**:Providing substantial financial systems knowledge to leadership in order to assist with the financial mission; interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; knowledge of generally accepted principles related to accounting, finance, and internal controls.
- **To be hired at the GS-12 entry grade level, **applicants must mínimally have:
**Examples of qualifying specialized experience at the GS-12 grade level**:Demonstrating knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying, documenting and recommending financial system requirements; researching issues related to the integration of financial systems; creating SQL code and updating structures of SQL based systems.
- **This position is developmental at the GS-11 entry grade level. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-12 grade levels without further competition.**

**GS 12 and above**: Education is not substitutable for specialized experience at this grade level.
