**Duties**:
**As an Enforcement Program Specialist, you will**:

- Initiate civil penalty collection procedures, negotiate settlement of enforcement cases, and prepare and process non-contested settlement agreements and consent orders on enforcement cases.
- Provide expert technical advice, assistance, and research regarding the preparation of enforcement documents, recommend alternative enforcement methods, evaluate enforcement cases and provide recommendations regarding the agency’s position during settlement hearings.

**This position is ideal** for a mission focused highway safety professional with knowledge of safety programs including road safety. We are looking for someone who wants to be challenged, who possesses leadership skills and who wants to advance within FMCSA.

**PLEASE NOTE**: If selected for the Highway Safety Specialist (Enforcement Program Specialist) position, the selectee will be required to report for work within the Midwestern Service Center region, this position is remote eligible.

**CONDITIONS OF EMPLOYMENT**:

- **SELECTIVE SERVICE**: Males born after 12/31/1959 must be registered for the Selective Service.
- **GOVERNMENT TRAVEL CARD**: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- **FINANCIAL DISCLOSURE**: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
- **PCS/RELOCATION/RECRUITMENT**: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
- **REMOTE WORK**:This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
- **PROBATIONARY PERIOD**: You must complete a one-year probationary period (unless already completed).
- **TIME-IN-GRADE**:Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- **DEU REQUIREMENTS**: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

**Qualifications**:
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

**To qualify for the Grade 13**, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

- **Experience in reviewing and evaluating Federal Motor Carrier Safety Programs for compliance with regulations, policies, and /or guidelines, concerned with the transportation and handling of hazardous materials.**
