**OVERALL SUMMARY**
The function is to perform day-to-day monitoring and coordination of Ship Inspection Report Programme (SIRE), Chemical Distribution Institute (CDI), RightShip, Port State Control (PSC), Terminal & U.S. Coast Guard Certificate of Conformity (USCG COC) inspections and unannounced external Drug and Alcohol tests of all vessels.
**AREAS OF RESPONSIBILITY**
- Arrange / coordinate SIRE, CDI, USCG COC, RightShip Inspection Ship Questionnaire (RISQ) inspections and unannounced Drug and Alcohol tests.
- Ensure that all corrective replies relating to observations of SIRE, CDI, RISQ, Terminal and PSC inspections are replied to within the stipulated time.
- Liaise with the Technical and Operation departments for the pre-inspection information to be uploaded on Oil Companies International Marine Forum (OCIMF) SIRE database for the SIRE 2.0 inspections.
- Advise the various office departments regarding SIRE, CDI, RightShip and Oil Company inspection requirements.
- Monitor validity dates of SIRE, CDI, USCG COC and RightShip inspections of all vessels.
- Monitor validity dates of unannounced Drug and Alcohol tests.
- Monitor vessel screening queries, and follow-up with Operations Superintendent so that the queries are responded to.
- Follow-up with various office departments for the close-out of any Technical Holds on vessels.
- Maintain the Inspection database and ensure it is up to date.
- Liaise with Qualified Individual for any queries relating to U.S. calls.
- Optimize costs arising out of vessel inspections
- Optimize efficiency of the tasks carried out towards management of vessel inspections
- Optimize processes surrounding vessel inspections
- Analyze, enhance and improve the services provided to vessel management effectively
- Organize and analyze data from vessel inspections accurately to establish trends and provide insights to management that facilitates decision-making.
- Conduct training for sea staff attached to the department for shore training.
- Conduct briefing for pre-joining Masters and Chief Engineers.
- Manage, coach and motivate departments support staff to perform on the job.
**QUALIFICATION / EXPERIENCE**
- Certificate of competency (Master Class 1)
- 1 year of command experience or 2 years’ experience as Superintendent in similar capacity
- Tanker experience is mandatory when managing or being assigned to a tanker fleet
- Good negotiation skills
- Good people management skills
- Good knowledge of Industry publications and other marine regulations
