**What the role is**
- The Resilience and Engagement Division (RED) helps build a flourishing society by inspiring and empowering Singaporeans to contribute to the common good. We do this through three main strands of work: fostering a strong and inclusive sense of national identity; nurturing an active citizenry, and developing the public service’s capabilities to engage and partner citizens.

**What you will be working on**
- One of the ways by which government agencies encourage active citizenry is by providing grants to citizens and ground up organisations for their initiatives. You will be part of a team that strengthens grants governance and management for citizen-facing grants. The team also manages the Our Singapore Fund (OSF), which supports meaningful projects by passionate Singaporeans that strengthen national identity or meet social and community needs.
What you will be working on:

- Develop sectoral-level plans and processes to strengthen risk management, and tackle fraud, lapses, non-compliance, and abuse. This includes assessing the adequacy of agencies’ existing levers to detect and address potential fraud and whether new legislative levers might be required.
- Develop sector-level strategies to use data to enhance grant governance and administration.
- Identify measures to strengthen community grant officers’ capabilities in data analytics, fraud detection and prevention, and risk management, including sharing of best practices.
- Develop and review investigation and case escalation processes to reduce fraud risk and to conduct investigations into reports of non-compliance / abuses of the grants.
- Harmonise grants schemes and processes in the Community Grants Sector, in order to make the processes more citizen-centric, and to enhance efficiency in administration.

**What we are looking for**
- Preferably at least 3 years of working experience in one or more of the following areas relating to grant governance:
(i) Development of data strategies to enhance grant governance and administration.

(iii) Development of risk management plans to mitigate risk of potential fraud, non-compliance, and abuse of grant schemes.
- Possess good system and process thinking skills to conceptualise grants governance frameworks that grant-giving agencies and teams are able to implement.
- Highly resourceful, self-motivated and a good team player.
- Excellent writing, communication, and people skills. Data analytics skills would be an advantage.
