Singapore DIGICEL (SINGAPORE) PRIVATE LIMITED Full time

**Primary objective of the job**:
Regional Procurement Manager is responsible for the efficient relationships with the vendors in _Digicel’s subsidiaries in Papua New Guinea, Fiji, Vanuatu, Samoa, Tonga and Nauru _resulting in the optimal commercial terms, quality of products and services compliant with Digicel’s requirements in a timely basis.

**Main Duties and Responsibilities**:

- Fulfills Procurement Master Plan to secure timely and efficient execution of procurement strategies in the assigned categories.
- Arranges ongoing market research to secure efficient competition in the assigned categories. Keeps Vendors’ master data updated.
- Communicates with internal customers to ensure that demands submitted to Procurement are timely, clear, and consistent.
- Conducts qualifications, RFPs and single-source negotiations in the assigned procurement categories, which includes but not limited to RFP drafting, communications with vendors and internal stakeholders, arranging e-auctions, bids’ evaluation, contracting.
- Arranges ongoing vendor performance management process resulting in tracking major vendors’ performance KPI and taking preventive measures in line with the contracts.
- Strictly follows internal sourcing policy, Financial Delegation of Authority, controls and process.
- Any other duties in relation to Procurement activitities.

**Requirements**:

- Bachelor Degree or equivalent.
- Minimum 3 years’ in Telecommunications or IT Procurement and Contracting experience.
- Expertise in Telecommunications, Technical and IT infrastructure, knowledge of solutions and vendors in Pacific markets.
- Understanding of enterprise economics, TCO concept and knowledge of the pricing models.
- Commercial negotiations skills.
- Communication skills and ability to build relationships and work in a team environment.
- Accountability.
- Accuracy and ability to concentrate.
- Travel to Papua New Guinea, Fiji as required.
