Singapore MHA - Immigration & Checkpoints Authority (ICA) Full time

**What the role is**

The jobholder also needs to ensure implementation and adherence of regularly updated guidelines on Public Service Workplace for FM practitioner and users; and to ensure offices at all ICA premises are designed to meet the high standards of hygiene and safety. He will need to perform contracts management and also maintain relationship with the vendors and suppliers and track their performance. As part of the job scope, the jobholder will assist Head (Infrastructure Planning and Services) on ops infrastructure planning and enhancement. This includes identifying key risks and carrying out operational enhancement works and future proofing the building(s) from pandemics and other unconventional threats and risks.
Additionally, infrastructure Asset Management is the jobholder’s responsibility which is to maintain repository of all updated facilities' as-built drawings, drawings of upgrading works, asset maintenance schedules, including Authority’s renewal etc.

**What you will be working on**
- Key Deliverables
- Proactive review of the key areas such as procurement and facility management processes under infrastructure to eliminate gaps or risks
- Responsible for ops infrastructure, including refresh efforts to support current and future frontline operations
- Responsible for the refresh of non-ops infrastructure to ensure the integrity and adherences to regulations.
- Coordinate the implementation of ICA’s resource management plan for GreenGov.Sg
- Drive activities to attain BizSafe L3 re-certifications (Risk Assessment Leader for LIFD)
- Ensure consistency in space planning, design and allocation across ICA
- Responsible for establishing needs and evaluation of suitability of proposal with recommendation and guidance from HTX and FMM
- Contracts Management
- Infrastructure Asset Management (Includes Facility Management)

**What we are looking for**
- Knowledge and skills
- The jobholder should have knowledge in engineering or facility management, who is able to articulate his thoughts clearly and reflect these in writing. Having attended courses on staff-related work, writing courses etc are of value.
- In addition to having strong communication skills, the jobholder should also possess good writing skills and reasonably good computer skills to ensure that the basic staff work is of high standards.
- Good understanding of General Operations requirements and processes (e.g. operational constraints).
- Good understanding of Government procurement principles and rules (e.g. IM, QFM, PQM and associated legislation).
- Proficient in MHA / ICA Procurement Manual.
- Proficient in Government IM Provisions (including FCMs).
- Good Understanding on Workplace Safety and Health Acts and Regulations by MOM.
- Good Understanding on Regulatory requirements related to the different agencies for operation of the building.
- Good understanding of space norms (e.g. MOF OSFM).
- Proficient in Project Management skills.
- Good interpersonal and communication skills.
- Technical know-how on the building and infrastructure related matters.

Experience
- 2-3 years in working experience in facility management or related fields.
- As the nature of work requires close collaboration with internal work units at the Domain, the jobholder must have experience working in teams and collaborating with different work units.

Attributes
- The jobholder must also be able to work under pressure and deliver within tight deadlines.
- The jobholder should have great people management skills.
