- Assist department Leadership to study, plan, coordinate and organise the clinical laboratory services in accordance to the strategic plans of the department and hospital
- Liaise with Heads of Division as necessary regarding matters under their area of purview and foster good working relationships with health professionals outside the department
- Direct and manage the clinical, professional, financial and operational aspects of clinical laboratory services in the department
- Ensure effective resource and budget planning to support department’s annual work plans
- Ensure regular review and update of departmental policies and procedures; recommend and develop new procedures where indicated
- Ensure adequate resources to maintain an efficient and effective laboratory service
- Ensure department’s compliance with good laboratory practice as set out by the Laboratory Accreditation Programme of the College of American Pathologist and Singapore regulatory agencies such as the Ministry of Health
- Maintain a safe working environment by ensuring compliance with local health and safety legislation and following recommendations of bodies such as NCCLS and OSHA(US)
- Developing and monitoring critical performance indicators, making appropriate interventions when required
- Ensure effective resource and budget planning to support department’s annual work plans
- Monitor, control and review expenditure on supplies, staffing, equipment and services for effective financial management
- Prepare and present bids for projects and additional resources to Hospital Management
- Select and recruit technical as well as administrative staff
- Ensure continuing education and professional development of staff in the respective specialties through training, education and research
- Manage the performance of direct reports effectively, ensuring they perform to the best of their abilities and realise their full potential
- Promote teamwork among laboratory staff in resolving operational problems so as to improve service
- Collaborate with HR and other relevant agencies to develop and implement effective recruitment, talent development, and retention strategies
- Guide, groom and mentor direct reports to facilitate succession planning

**Requirements**:

- At least 10 years of relevant experience in the healthcare industry, of which 5 years at the supervisory level and with a proven ability to lead teams
- Experience working across a spectrum of organisational roles and hierarchies
- Should have work experience as an Allied Health Professional
- Able to lead and influence others
- Strong in system thinking and critical analysis (financial, operational & situational)
- Competent in project management, people management, change management and quality improvement (PDCA)
- Excellent communication and interpersonal skills.
