- This position is financed by a third-party, external to the Organization with funding provided by the donor. Although there is a commitment from the donor, the appointment may be terminated prior to indicate official end date of project, should the external funding for this position no longer be available. This position also carries, in principle, no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organization's Staff Manual, to satisfactory performance and to availability of funds.
Tests/interviews in connection to this selection procedure will take place approximately 3-4 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly, in case they are short-listed.
Selected candidates will be expected to report for duty approximately two to three months after receiving an offer of employment at the latest.
This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.
INTRODUCTION OF POST
The Counter-Terrorism (CT) Directorate, through its specialized Sub-Directorates, supports INTERPOL's 196 member countries in identifying and leveraging opportunities to counter terrorism-related threats. This is achieved through the collection, analysis, and exchange of critical information among national law enforcement agencies worldwide.
The activities of the CT Sub-Directorates are global in scope, implemented through regionally focused programs, projects, and operations. As a member of this team, the post holder will contribute to four core functional areas:
Enhancing the analysis, flow, and exchange of counter terrorism-related information.
Promoting the sharing and development of knowledge, skills, and expertise in counter terrorism.
Strengthening partnerships with international and regional organizations involved in counter terrorism efforts.
Supporting the development and implementation of best practices and international standards in the field of counter terrorism.
Key Responsibilities
The Specialized Officer will coordinate multi-agency law enforcement initiatives and provide operational and strategic support for radiological and nuclear (RN) counter terrorism efforts, with a particular focus on Southeast Asia. This includes:
Enhancing member country capabilities to detect, prevent, and respond to RN-related threats.
Supporting and strengthening regional cooperation in alignment with INTERPOL's strategic objectives.
Identifying and advancing opportunities to enhance border security, including both physical and cyber domains.
Assisting national law enforcement in the collection, analysis, and dissemination of actionable intelligence related to terrorism threats.
Providing analytical and operational support to the CT Directorate and INTERPOL leadership, including:
Drafting status reports, intelligence briefs, and operational summaries
Preparing and delivering presentations and briefings
Supporting field deployments and emerging priorities as directed.
This position requires a high level of collaboration with both internal and external stakeholders, including law enforcement, intelligence, and international partners engaged in counter terrorism and non-proliferation efforts.
This position is advertised for Singapore.
PRIMARY DUTIES
Support member countries in the detection, identification, and disruption of transnational terrorist networks and their facilitators, contributing to both operational and strategic outcomes in the global fight against terrorism. Ensure alignment with the organization's overarching strategic plan.
Develop and deliver briefing documents, summary reports, and analytical products related to terrorism. Design, prepare, and implement specialized training programs, curricula, and presentations, focused on enhancing capabilities in CT crime prevention, response, and investigation.
Plan, coordinate, and assess CT/ RN-related operations in collaboration with member countries to strengthen international cooperation and improve collective response mechanisms. Produce high-quality written outputs such as mission reports, After Action Reports, and other operational documents as required by leadership.
Foster close collaboration with national and international CT/RN crime and terrorism experts, promoting the exchange of information, best practices, and lessons learned. Actively identify and develop opportunities for joint initiatives and enhanced cooperation.
Carry out additional responsibilities and assignments as directed by the hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
EDUCATION AND QUALIFICATION REQUIRED:
- Minimum of three to four years of education at university, or other specialized higher education establishment.
EXPERIENCE REQUIRED:
A minimum of ten years of progressive law enforcement experience, particularly if the candidate does not meet the required academic qualifications.
Expertise in Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) response and investigations is highly desirable.
Extensive experience in managing and investigating transnational terrorism and major organized crime cases is highly desirable.
Proven ability to operate effectively in multi-agency environments, with a strong focus on addressing transnational crime and terrorism, is highly desirable.
Demonstrated capability in planning and executing targeted law enforcement operations related to CT/ CBRNE threats and Weapons of Mass Destruction (WMD) is an advantage.
Experience collaborating with Southeast Asian law enforcement agencies is a significant advantage.
LANGUAGES:
Professional fluency in English is required.
Knowledge of other official INTERPOL languages is desirable.
