MAIN DUTIES AND RESPONSIBILITIES

SPECIFIC

  1. Develop and direct maintenance programs on Building M&E Services.
  2. Provide a specialist resource for investigation of difficult technical problems, particularly where supplier information and support are lacking.
  3. Prepare reliability analysis, failure investigation and incident report.
  4. Study, propose and implement works to improve the facilities with the objective of providing better services and reducing operating cost.
  5. Coordinate repairs and improvement works with contractors, consultants, and the relevant authorities. Provide technical support for all specifications, inspections, testing and commissioning, and acceptance activities related to Building, M&E Services.
  6. Coordinate and implements Quality Assurance programs to improve the efficiency of the services provided.
  7. Conduct predictive, preventive and breakdown maintenance. Responsible for budgeting and cost control.
  8. Responsible for condemnation and commissioning of new facilities and equipment.
  9. Responsible for the Building, M&E Service maintenance operation, implementation of projects including life-cycle, technical specification writing, evaluations and reliability analysis.
  10. Preparation of master maintenance programs, revision of procedures/checklists and documentation.
  11. Propose and implement works to constantly improve service level and reduce cost.
  12. Troubleshoot and solve difficult problems.
  13. Train and provide technical guidance to subordinates.
  14. Supervision of contracted services.
  15. Manage and motivate a team of technical staff.
  16. Ensure compliance with the Singapore Standards, Code of Practices, Hospital's IQEHS, JCI, ISO and any other Statutory Requirements and any other management system.
  17. Implement Continuous Quality Improvement (CQI) projects.

GENERAL

  1. Advises the hospital management on engineering matters.
  2. Provides specialist input into education and training programs in the operating of the facilities.
  3. Actively participate as a member or team lead for quality improvement projects at Hospital-wide / Departmental level.
  4. Develop and review Work Instructions and Quality Procedures for the department operations, processes as well as training and equipping staff to carry out their work correctly, safely and conscientiously.
  5. Promote a working environment of collegiality and effective teamwork.
  6. Senior Engineer may be appointed to cover duty of the Deputy Director, Facilities Engineering.
  7. Any other duties as assigned by the Head of Department/Deputy Director/RO, Facilities Engineering.
