What the role is

At the Family Life Group (FLG), our mission is to build strong and resilient families and support them through all stages of life towards the vision of making Singapore a great place for families.

The Services Division (SVC) administers Government services and schemes that enable and encourage family formation. We are looking for individuals who are keen to contribute to MSF's mission of fostering strong and happy families to join our team. This will be an excellent opportunity to hone your skills in (a) scheme administration involving operations and policies; and (b) planning and executing large-scale service delivery projects.

What you will be working on


• You will be part of a dynamic team tasked to implement a new scheme to support families.

• The role involves policy implementation, and centres around the design and delivery of services for families.

• The selected officer will be involved in ops policy reviews to improve service delivery, product design for user centricity and assist with planning and drafting public communications materials (e.g. website content, notifications, public comms lines for frontliners).

• He/she will also engage key stakeholders (including internal stakeholders, external government agencies and/or frontline teams). He/She will be required to assist with complex case resolution, maintain and update a knowledge base of scheme FAQs, ensure timely cascade of information to his/her assigned stakeholders, and coordinate a response to resolve challenges or issues faced by stakeholders to ensure the smooth implementation of the scheme.

• He/She will need to brief and engage stakeholders timely whenever there are scheme updates or enhancements to ensure sound implementation across agencies.

• The selected officer must be able to work as a team and be open to take on cross-domain tasks and roles which will contribute to the overall success of the policy and operational outcomes.

• The officer must have a positive and collaborative mind set and should be:
(a) Analytical – able to connect the dots and translate policy into operations
(b) Resourceful – able to come up with ideas or workarounds to manage speed bumps
(c) Able to engage stakeholders across domains (e.g. system and operations team, vendors, counterparts in other agencies and senior management).
(d) Good written and communication skills
(e) Self-driven, independent and meticulous

• Relevant work experience in ops policy, service delivery, product design, change management is an advantage.
