Job Description:

Report and assist General Manager to oversee the design of civil infrastructure works, primarily focused on underground rail, road and viaduct projects, ensuring design integrity and alignment with project goals.

  • Ensure all design outputs adhere to local regulations, safety standards, and relevant engineering codes.
  • Evaluate tender documents, drawings, and specifications for feasibility, risk, and constructability.
  • Develop and review construction methodologies and technical proposals to enhance bid competitiveness.
  • Oversee the preparation of method statements and technical submissions, ensuring regulatory compliance.
  • Provide direction and technical leadership in the design of roadworks, drainage, earthworks, and related civil works.
  • Ensure high standards of quality and compliance with PE Board expectations and best engineering practices.
  • Approve and sign off on design deliverables with a focus on constructability and value engineering.
  • Coordinate across disciplines including QS, planning, BIM, and procurement to harmonize technical strategies.
  • Engage with subcontractors and suppliers to evaluate alternative solutions and drive design efficiencies.
  • Lead site visits and feasibility studies to assess project constraints and identify design-related risks.
  • Formulate and implement mitigation measures based on findings from tender planning and site assessments.
  • Supervise and guide the integration of BIM and planning tools (e.g. Civil 3D, Primavera, MS Project) for design visualization and sequencing.
  • Review and provide feedback on designs, sketches, reports, and supporting calculations to ensure completeness for drafting and costing.
  • Oversee the preparation of detailed technical content for quotations, contract documentation, and specifications.
  • Validate and approve technical submissions including material selection, construction methodologies, and C&S shop drawings.
  • Represent the design team in liaison meetings with suppliers, clients, consultants, and commissioning engineers.
  • Steer project planning activities from a design perspective to align with strategic goals and timelines.
  • Demonstrate strong familiarity and application of Singapore local and international standards relevant to infrastructure design.
  • Attend site inspections when necessary and ensure design feedback loops are closed efficiently.

Job Requirement

  • Must possess PE Board recognised degree in Civil Engineering.
  • Degree in Civil Engineering, ideally supported by Primavera P6 certification.
  • Minimum 10 to 15 years of experience in civil infrastructure design, with strong exposure to tender and project management.
  • Extensive knowledge of Singapore design codes, regulatory requirements, and industry practices.
  • Prior experience in large-scale infrastructure works is a significant advantage.
