Senior FSRU Conversion Assurance Manager

Key Responsibilities:

Construction Management:

  • Monitor detailed yard developed project schedule
  • Monitor progress against baseline, identify schedule deviations, and provide recovery plans in coordination with construction and commissioning teams.
  • Liaise with Tuas Boulevard's planning department to align milestone tracking, resource allocation, and integration of yard activities.

Cost Control

  • Track, forecast, and control project costs, including labor, materials, subcontractor services, and variation orders.
  • Review and validate contractor and vendor invoices against progress and contractual terms.
  • Support development of monthly cost reports and budget variance analysis for internal and client reporting.

Contract & Scope Assurance

  • Review contract scope of work (SoW), technical attachments, and commercial terms to ensure alignment with yard execution plans.
  • Monitor and manage project scope changes, variations, and claims in close coordination with engineering, procurement, and commercial teams.
  • Ensure strict compliance with change management procedures, including issuing and tracking change notices, variation requests, and approvals.

Reporting & Documentation

  • Prepare accurate and timely progress updates, look-ahead schedules, earned value reports, and key performance indicators (KPIs).
  • Maintain up-to-date documentation related to work scopes, budgets, contracts, and change logs.
  • Support internal and client project reviews, audits, and close-out activities.

Stakeholder Coordination

  • Act as a focal point between project management, construction, Tuas Boulevard Yard planners, finance teams, and subcontractors for all matters related to planning, cost, and scope control.
  • Attend coordination meetings, interface reviews, and commercial discussions as required.

Requirements:

Qualifications:

  • Degree or Diploma in Engineering, Project Management, Quantity Surveying, or a related discipline.

Experience:

  • Minimum 15 years of experience in project controls, cost management, and contract administration in offshore, marine, or oil & gas projects.
  • Prior experience in FSRU/FSU/FPSO conversion or complex shipyard projects is essential.
  • Familiarity with Singapore shipyard operations—especially within Tuas Boulevard Yard —is strongly preferred.

Skills:

  • Experience with contract interpretation, change management, and commercial risk mitigation.
  • Strong analytical, documentation, and communication skills.
  • Ability to work in a high-paced environment and coordinate across multi-disciplined teams.
  • Proficient using English as work language
