Description

The Workers' Compensation Court is seeking a candidate with great analytical skills and attention to detail for an Accounting and Personnel Assistant position.

This position will perform accounting functions involving the development, maintenance, and processing of financial records and reports. Compute and process court payroll and maintain employee payroll and personnel records. Monitor federal grant expenditures and prepare quarterly and annual federal grant reports. Performs related work as required.

Monday - Friday, 8:00 am to 4:30 pm

Examples of Work

Collect, record, and verify information for payroll. Compute payroll and personnel figures including but not limited to wages, hours worked, leave earnings and usage. Process court payroll. Verify accuracy of payroll posting, leave balances, and deductions. Maintain employee payroll and personnel files.

Prepare billing documents, invoices, and other financial forms. Review and audit data on vouchers, invoices, system printouts, and other documents to ensure the information is accurate, complete, and in compliance with Department of Administrative Services guidelines and court requirements. Code vouchers and other financial transactions for input into the state accounting system.

Approve and/or post vouchers and other documents in the state accounting system. Communicate and work with vendors on billing and invoice documents. File financial transactions/documents and accounting records.

Extract, compile, organize and analyze financial data from vouchers, ledgers, journals, and other accounting documents and databases to develop and prepare spreadsheets, reports, statements, and other financial documents or files to assist management in analyzing, financial planning, forecasting, and decision making.

Monitor federal grant expenditures in the state accounting system and the federal Health and Human Services Payment Management System (HHS-PMS). Prepare estimates of annual grant expenditures for annual grant application and annual deobligation of grant funds. Prepare quarterly and annual reports.

Explain court personnel policies, procedures, and employee benefits in response to inquiries from court employees and other state agencies to resolve employee problems and requests.

Create and submit job postings of vacant court positions to the State Personnel Division for posting to the state job website. Monitor job postings and work with managers regarding applicants and job interviews. Notify applicants of job posting status for vacant positions.

Coordinate Maximum Weekly Benefits amounts annually with the Department of Labor, prepare documentation for the Court Administrators review and signature.

Coordinate court inventory and surplus of court equipment and furniture.

Create and maintain Business and Human Resources section procedures and Court-Wide procedures.

Coordinate judges swearing in ceremonies.

Calculate the annual adjustment to the burial benefit and prepare documentation for the Court Administrators review and signature.

Perform other duties as directed by the Business and Human Resources Manager or Court Administrator.

Qualifications / Requirements

REQUIREMENTS: Associate degree in accounting, finance, business administration, or related field and experience with accounting/financial management systems or two years experience with professional accounting procedures including developing and modifying accounting/financial management systems.

PREFERRED: Two years of education, training and/or experience performing human resource support functions such as processing payroll, maintaining personnel records and/or assisting employees with benefits.

OTHER: Valid drivers license required.

Knowledge, Skills And Abilities

Knowledge of general accounting principles and proper fiscal controls.

Knowledge of the states accounting and human resources/payroll systems.

Knowledge of payroll functions.

Knowledge of the organization and functions and/or scope of authority of the court.

Knowledge of court policies and procedures.

Skill in applying general accounting principles and proper fiscal controls.

Skill in the use of spreadsheet software.

Ability to effectively utilize the courts computer system and implement information technology solutions, processes, and procedures.
