Quantity Surveyor

Job Description for QS

To report to the Commercial Manager or team leader as shown in the organization chart.

He/She is responsible for the assigned or related project tasks and responsibilities.

Key Responsibilities:

Tender & Procurement (Pre-Award):

• Point of contact for assigned trade packages (C&S, Architectural), manage the full tendering process: prepare and issue RFQ, tender clarifications, and tender questionnaires.
• Perform detailed tender evaluation and analysis
• Prepare tender recommendation reports for internal approval.
• Coordinate project design team to ensure scope alignment and technical compliance in tenders.
• Liaise with vendors/subcontractors during tender stage for clarifications and negotiations.

Post-Tender Award Activities:

• Manage internal and external approval processes for subcontract awards.
• Prepare and coordinate subcontract documentation, including Letter of Award, Work Orders, and contract conditions.
• Ensure timely execution of subcontracts and compliance with internal procurement policies.

Contract Administration:

• Administer subcontracts including evaluation and certification of subcontractor progress payment claims, processing subcontractor variation Orders, and contractual correspondences.
• Monitor contract deliverables and ensure all contractual obligations are met by subcontractors.

Main Contract Support:

• Assist in quantity take-offs and measurement for main contract variation claims.

Requirements:

• Diploma or Degree in Quantity Surveying, Building, Construction Management or equivalent.
• Minimum 4 years of working experience in quantity surveying or construction cost management.
• Working experience in Main contractor capacity preferred.
• Strong knowledge of C&S and Architectural trades, construction methods, and procurement practices.
• Familiar with standard forms of contract commonly used in Singapore, knowledge of REDAS Design and Build Conditions (Main Contract / Sub-Contract) Preferred.
• Proficient in MS Excel, Bluebeam, and other quantity measurement tools.
• Strong numerical, analytical, and problem-solving abilities.
• Meticulous, well-organized, and able to manage multiple trade packages independently.
• Good communication skills and ability to work collaboratively in a project team.
