Safety officer(Marine&Shipping)

Job Responsibilities:

1.Safety & Regulatory Compliance.安全与法规合规。

· Implement and maintain the company's Safety Management System (SMS). 实施并维护公司的安全管理体系(SMS)。

· Ensure compliance with applicable regulations and standards (e.g., ISM Code, MARPOL, SOLAS, STCW, ISPS, ISO 确保符合适用的法规和标准(例如,ISM Code, MARPOL, SOLAS, STCW, ISPS, ISO 45001)。

· Keep management updated on changes to laws, conventions, and industry requirements.

及时向管理层通报法律、公约和行业要求的变化情况。

· Liaise with regulatory bodies, classification societies, and port/state authorities during inspections and audits.

在检查和审核期间与监管机构、船级社以及港口/国家主管部门保持联络。

2. Risk Management & Incident Control.风险管理与事故控制。

· Conduct safety inspections, risk assessments, and workplace hazard analyses.进行安全检查、风险评估以及工作场所危害分析。

· Develop and monitor corrective and preventive action plans.制定并监督纠正和预防措施计划。

· Lead investigations into accidents, near misses, and incidents; prepare detailed reports and lessons learned.负责对事故、未遂事故和事件进行调查;编写详细的报告和总结经验教训。

· Maintain records of safety performance and compliance metrics.维护安全绩效和合规指标的记录。

3. Training

· Conduct and coordinate safety inductions,toolbox talks.组织并协调安全入职培训、工具箱会议。

· Compile the annual safety training plan and organize and coordinate monthly safety training.编制年度安全培训计划,组织并协调月度安全培训。

· Provide training on occupational health and safety procedures, emergency response, and compliance obligations.提供有关职业健康与安全程序、应急响应以及合规义务的培训。

· Promote a culture of safety and accountability among staff and crew.在员工和船员中倡导安全和责任的文化。

4. Emergency Preparedness & Environmental Protection.应急准备与环境保护

· Ensure readiness for fire, oil spill, pollution, medical, and security emergencies.确保对火灾、漏油、污染、医疗和安全紧急情况做好准备。

· Oversee implementation of emergency response plans and conduct regular drills.监督应急响应计划的实施并定期开展演练。

· Monitor compliance with environmental regulations (waste management, emissions control, pollution prevention).监督对环境法规(废物管理、排放控制、污染预防)的遵守情况。

· Participate in company Emergency Response Team as required.按要求参加公司应急响应小组

5.  Inspections & Reporting.检查与报告。

· Prepare vessels/sites for Port State Control, Flag State, ISO, and third-party inspections.为港口国监督、船旗国、国际标准化组织(ISO)以及第三方的检查做好船舶/场地的准备工作。

· Prepare and present safety reports, compliance updates, and KPI tracking for management review.准备并提交安全报告、合规更新和KPI跟踪,以供管理层审核。

· Organise monthly safety inspection and submit reports.组织每月的安全检查并提交报告。

· Organize special safety inspections and temporary safety inspections, and submit reports.组织专项安全检查及临时安全检查,并提交报告。

6. Liaise and coordinate with respective government bodies for smooth vessels operations and turnaround in port related matters.与相关政府机构保持联络和协调,以确保船只顺利运作和处理港口相关事宜。

Job requirements:

· Registered safety officer with MOM.WSQ Certificate in Workplace Safety and Health (Level B).持有WSQ工作场所安全与健康证书(B级)

· Proficient in Chinese communication .熟练中文沟通

· Have experience in ship safety management.具有船舶安全管理经验.

· Familiarity with international safety conventions and industrial standards.熟悉国际安全公约和行业标准。

· Strong knowledge of safety and compliance regulations.对安全和法规有较强的了解。

· Excellent communication, reporting, and training facilitation.优秀的沟通、报告和培训促进能力。

· Analytical thinking and problem-solving ability.分析思维和解决问题的能力。
