Responsibilities:
• Maintaining a close liaison with National Aviation Authorities on all matters affecting airworthiness and the approval through close collaboration with ACE Services Management.
• Coordinate with the Information Security Manager to ensure the organisation complies with the EASA Part-IS requirement.
• Committing to the development and implementation of the Quality Management System (QMS) and to continually improve its effectiveness
• Ensuring that ACE Services EHS policy is adhered to through necessary training, communication, continuation improvement, and involvement of all employees.
• Manage the flammable material storage in accordance with SCDF requirements.
• Ensuring that Certifying Staff, technicians and inspectors are assessed and authorised in accordance with airworthiness regulatory requirements.
• Conduct classroom training for the employees.
• Conduct calibration reports assessment.
• Assessing and qualifying of external service providers in accordance with the airworthiness regulatory requirements.
• Ensuring the appropriate airworthiness standards and requirements are adhered to in relation to the purchase, storage, and issuing of parts and materials.
• Ensuring all scrapped parts are mutilated.
• Ensuring the maintenance data is kept up to date.
• Reviewing of the worksheets / process sheets developed / revised by the Engineers.
• Ensuring maintenance records are retained in accordance with the airworthiness regulatory requirements.
• Make airworthiness occurrence reporting to the aviation authorities where necessary.
• Assessing and evaluating the First Article Inspection Reports for new developed capabilities.
• Use data analytic skills to analyse the performance of the organisation's safety performance indicators and propose recommendations for improvement.
• Establishing an independent quality system to monitor compliance with airworthiness regulatory requirements.
• Ensuring all internal / subcontractor audits are carried out in accordance with the audit plan and managing all external audits.
• Ensuring all non-conformance / non-compliance findings are closed and the implemented root cause corrective action are effective to prevent similar recurrence.
• Ensuring that all work done is within the relevant aviation authorities approved capabilities.
• Involving in warranty investigation / Human Factor related investigation.
• Monitoring of Cost of Poor Quality (COPQ) and implemented root cause corrective action are effective to prevent similar recurrence.
• Reviewing and updating the Quality Manual / exposition documents / Safety Management Manual / Standard Operating Procedures in accordance with the airworthiness regulatory requirements.
• Supporting all aspects of continuous improvement activities.
• Any other duties assigned by the Accountable Manager.
Requirements:
• Diploma / Degree in relevant Engineering discipline with minimum 3 years of aviation Quality Management experience.
• Obtained at least CAAS SAR Section 7 examination paper (L11 / L12) or SAR Part-66 Module 10 (Aviation Legislation), EASA Part-66 Module 10 (Aviation Legislation), and EASA Part-66 Module 9 (Human Factors).
• Attended aviation Safety Management System training in accordance with the requirements set out in ICAO Annex 19.
• A good grasp in 14 CFR Part-145 / EASA Part-145 / SAR Part-145 / CCAR Part-145 / AS9110 / JCAB Civil Aviation Law and any relevant airworthiness requirements.
• Familiar with the EN 4179 / NAS 410 standards (Certification and Qualification Nondestructive Test personnel).
• Knowledge of the Workplace Safety & Health Act.
• Strong problem solving and communication skills.
• Attended ISO 9001 / AS9110 / AS9100 Lead Auditor training / Internal Audit and Integrated Safety Management System training would be an added advantage.
