Vice President, Treasury - Risk Management

Reporting to the Head of Treasury Risk Management, the incumbent will be supporting the Head of Treasury Risk Management in all aspects of Risk Management spanning across liquidity, market and counterparty risk as well as ensuring that these risks are managed while supporting a dynamic business and balance sheet. This includes:

Bank Account mandate and Limit Managements

  • Creation of new Banking relationship and Allocation of Banking limits as per risk policy
  • Bank mandate maintenance and monitoring of limit utilization

Financial Risk Management and Limit Compliance

  • Drive changes to the Treasury Risk framework for management of Interest Rate Risk and Liquidity Risk and ensure ongoing compliance of derivative, FX and interest rate limits
  • Ensure appropriate implementation and propose further refinements and improvements of the policy framework
  • Quantify FX and interest rate risk and structure hedges to set risk appetite, risk limits for the organisation
  • Work closely with the Treasury ALM team to ensure appropriate set up and maintenance of Treasury portfolio.

Treasury System, Procedures and Processes

  • Review of treasury procedures and processes to ensure they are appropriate for the organisation's business setup and relevant controls are in place.
  • Develop market risk stress tests and limits that are appropriately sized to the organization's complexities.

Regulatory and Stakeholder Engagement

  • Engagement with MoF on Guarantee related matters.
  • Support engagement with MAS on new business set-up and how its funding sources are addressed.
  • Be the key contact for the Risk Management team on anything relating to Treasury Risk.
  • Act as point of contact for rating agencies and auditors.
  • Prepare papers for senior management and Board engagement on Treasury Risk.

Capital Markets

  • Support the Head of Treasury Risk Management at the time of issuance.

Knowledge/ Experience Required:

  • Accountancy, Business or Finance graduate
  • Over 6 years of relevant Treasury or Risk experience gained in a large corporate or financial institution.
  • Strong analytical skills, highly numerate, detail-oriented, meticulous, strong multi-tasking capability
  • Result-oriented and self-motivated
  • Strong interpersonal, communication, and collaboration skills
  • Strong knowledge in the negotiation of loan and capital market documentation
  • Strong technical knowledge of Treasury products and funding instruments
  • Excellent Excel, PowerPoint skills and strong knowledge of Bloomberg analysis
