Description

To effectively lead and coordinate the construction team to optimize capabilities, resources and utilization for the assigned EPC projects in compliance with project requirements, corporate policies and all relevant authorities' laws and regulations.

Responsibilities

  • Overall responsibility for all construction activities with respect to performance, procedure, and making recommendations to project managers for improvement and corrective actions.
  • Manage contractors and construction team with a focus on safety, quality, productivity, compliance with engineering documents, applicable code and standards, corporate policies, construction schedule and cost.
  • Develop, assess and execute construction strategies, taking scope, cost, time, resource management, productivity, safety and quality into consideration.
  • Timely identification and prevention of potential lapses in safety, quality, progress, performance, and compliance.
  • Trouble shooting for critical milestones on projects, de-bottle-necking and ensure efficient deployment of resources to meet the demand for safe, on time delivery of the project.
  • Responsible for Construction path with integration planning for safe and on time delivery of project within budget.
  • Identify, plan, manage resources (manpower, equipment) for the project.
  • Monitor and ensure progress and performance against the project plan.
  • Identify and resolve operational problems; minimize delays and cost impact to project.
  • Effectively communicate, lead, delegate and motivate the construction team to achieve the construction deliverables.
  • Ensure that organization, government and customer standards on safety are always met.
  • Incorporate risk-based thinking and HSE considerations into daily operations, planning, and decision-making to proactively create a safe working environment, eliminate or reduce hazards, and ensure compliance with in-house HSE rules.
  • Ensure that organization, design and customer quality specifications are met.
  • Coordination and communication with internal and external Stakeholders, including corporate Management, construction team, internal departments and business units, Government Authorities, Project Owner / Client, Project Owner / Client Representatives, subcontractors, third party stakeholders related to the assigned project.
  • Coordinate with Operations personnel in project development, commissioning and hand over
  • Facilitate regular and ad-hoc meetings with relevant stakeholders (Client, Vendors, Subcontractors, Authority, Third party interface, Internal).
  • Review and present the periodic management reports on construction matters to corporate Management and relevant stakeholders.
  • Take part in Management site walkthrough and audits and support project team by ensuring actions are taken to close the audit findings.
  • Compliance to corporate procedures in the project workflow.
  • To supervise the collection of site / technical information needed for project analysis and identification of good practices and continuous improvements (lessons learnt).
  • Identify project risk and opportunities.
  • Maintain risk management focus throughout the project duration.
  • Assist in developing and implementing corporate construction sequences that support project construction.
  • Assist in tendering of project tenders, if required.

Requirements

  • B.S. or equivalent degree in engineering from an accredited university.
  • Minimum 15 years relevant experience in the Oil & Gas industry or in Energy Infrastructure Projects, particularly in Southeast Asia.
  • Preferably minimum 5 years of similar management position in major LNG and/or Oil & Gas projects.
  • An advanced degree in construction management is highly desirable.
  • Advantage to be familiar with latest construction methods, modern project management techniques, and environmental engineering aspects.
  • Possess specific knowledge in coordinating contract packages, constructability review, site plan management, tracking construction progress.
  • Have prior experience in management of construction interfaces and coordination of construction activities with Marine Contractor/Construction Manager.
  • Have experience of planning for the whole construction process from inception through to completion in line with project requirements.
  • Proven track records of successful project completion on time and within budget or exceeding expectations.
  • Able to demonstrate leadership experience and skills to manage large or multiple construction projects
  • Excellent interpersonal, management, leadership and communication skills.
  • Effective decision-making skills.
  • Proactive, strong strategic thinking capabilities, passion for continuous improvement.
  • Willing to travel overseas for business trips.
