Assistant Director, Technology Innovation and Strategic Operations

The incumbent will support the Tengah General and Community Hospital's Operations Lead in executing the strategic vision of healthcare technology and innovation. This role is responsible for implementing and coordinating cutting-edge technology initiatives across all domains (operations, clinical and building systems) to enhance patient care, optimise operational efficiency, and foster sustainable manpower strategies. Working under the Operations Lead's intelligent hospital of the future vision, this position ensures seamless execution of technology transformation initiatives whilst providing operational support across the healthcare ecosystem.

Job Description

Strategic Implementation and Intelligent Hospital Execution

  • Execute comprehensive technology and innovation strategy as directed by the Operations Lead, focusing on digital transformation and intelligent hospital of the future initiatives.
  • Support the Operations Lead in implementing transformation towards intelligent hospital ecosystem by coordinating integration of operational technology, clinical systems, and building management systems.
  • Assist in overseeing technology domains (operational systems, clinical technologies, smart building infrastructure) to support seamless, interconnected healthcare environments.
  • Support evaluation and implementation of emerging technologies including telehealth, AI/analytics, robotics, automation, wearables, digital twin platforms, and autonomous mobile systems as directed by Operations Lead.
  • Facilitate continuous improvement culture and digital transformation through cross-functional collaboration and knowledge-sharing.
  • Conduct systematic horizon scanning to monitor industry trends, healthcare policies, emerging technologies, and technological advancements to support Operations Lead's strategic decision-making.
  • Establish networks with technology vendors, research institutions, healthcare innovation hubs, and industry experts to maintain awareness of emerging solutions.
  • Evaluate potential impact and applicability of emerging technologies to the organisation's operational, clinical, and building system requirements.

Technology Coordination and Implementation Support

  • Coordinate implementation of technology initiatives across operational systems, clinical technologies, and building systems as directed by Operations Lead.
  • Business case development, procurement coordination, and operational integration of systems to create unified intelligent hospital platform.
  • Implement technology governance frameworks ensuring alignment between operational requirements, clinical workflows, and building management needs.
  • Execute enterprise strategy frameworks supporting intelligent hospital vision whilst ensuring business continuity, compliance, and operational excellence.

Smart Hospital Operations Support

  • Coordinate implementation of comprehensive integrated digital platform covering hospital facilities, equipment, patient flows, operational processes, and building systems as directed by Operations Lead.
  • Support business integration of IoT sensors, real-time data analytics, and predictive modelling capabilities across operational domains.
  • Work with clinical, operational, and facilities teams to implement business KPIs and operational metrics for digital twin monitoring and optimisation.
  • Support strategic scenario planning, capacity management, predictive maintenance, and evidence-based operational decision making through digital twin platforms.
  • Coordinate implementation of intelligent building systems responding to patient needs, staff workflows, and operational requirements.

Autonomous Systems Implementation and Operational Coordination

  • Execute business strategy and operational plans for AMR/AGV systems supporting hospital logistics, medication delivery, waste management, and patient transport as directed by Operations Lead.
  • Coordinate operational integration planning for AMR/AGV systems with hospital workflows, staff processes, and facility operations.
  • Support implementation of fleet management strategies ensuring optimal operational efficiency, resource allocation, and service delivery.
  • Assist in identifying operational automation opportunities enhancing patient safety, reducing manual workload, and improving service delivery efficiency.
  • Ensure operational compliance with healthcare safety standards and regulatory requirements for autonomous systems.

Cross-Departmental Coordination and Stakeholder Support

  • Coordinate collaboration with stakeholders across clinical, operations, facilities management, and executive teams to support Operations Lead's strategic initiatives.
  • Support business relationships with external partners, vendors, technology integrators, and regulatory bodies ensuring successful operational implementation.
  • Assist Operations Lead in providing strategic updates to executive leadership on projects, milestones, and operational insights.
  • Facilitate operational change management with clinical teams, facilities teams, and service delivery departments ensuring seamless technology adoption.

Technology Implementation and Business Transformation Support

  • Support identification of digital transformation opportunities through business needs assessments, operational impact analyses, and business case development assistance.
  • Coordinate strategic technology roadmaps and operational implementation plans as directed by Operations Lead.
  • Conduct evaluations and feasibility studies for digital twin platforms, AMR/AGV solutions, and integrated building systems.
  • Support end-to-end programme management including procurement coordination, vendor relationship support, operational testing, change management, and service rollout.
  • Implement governance and operational protocols for connected systems and integrated technology infrastructure.

Innovation Workgroup Support and Coordination

  • Support Operations Lead as secretariat for innovation and technology workgroup, coordinating meetings, preparing materials, and maintaining records.
  • Assist in strategic planning and execution of innovation initiatives aligned with intelligent hospital vision and business objectives.
  • Implement governance frameworks for technology implementation ensuring alignment with clinical operations, facilities management, compliance, and regulatory standards.
  • Execute monitoring and operational evaluation protocols for integrated technology systems and business performance metrics.

Operational Support and Performance Coordination

  • Support management of programme scopes, operational timelines, budget tracking, risk management, and resource coordination for large-scale healthcare transformation projects.
  • Assist in strategic vendor relationships across all domains including contract support, relationship coordination, and operational performance monitoring.
  • Implement quality management protocols ensuring projects meet clinical operations, facilities management, and business standards whilst adhering to regulatory requirements.
  • Support development and monitoring of KPIs measuring intelligent hospital transformation success including operational efficiency, service delivery improvements, and business performance metrics.

Innovation Support and Team Development

  • Support innovation-driven culture through team coordination and assisting in developing high-performing operational teams across technology domains.
  • Facilitate professional development promoting understanding of healthcare operations, service delivery optimisation, and business transformation methodologies.

Qualifications and Other Requirements

  • Bachelor's degree in healthcare management, Business Administration, Operations Management, Industrial Engineering, or related business/operations fields with minimum 7-10 years relevant experience with at least 3 years in healthcare.
  • Proven experience in healthcare operations, programme coordination, or strategic implementation with exposure to digital health technologies and understanding of healthcare business operations.
  • Demonstrated experience in programme coordination, implementation support, and operational transformation initiatives involving technology integration.
  • Strong knowledge of hospital operations, healthcare service delivery, patient safety protocols, clinical workflows, and facilities management from operational perspectives.
  • Experience in horizon scanning, technology intelligence, market research, or strategic analysis within healthcare or technology sectors.
  • Strong coordination and implementation skills with experience in programme support, budget tracking, vendor coordination, and operational performance monitoring.
  • Leadership capabilities managing project teams and supporting complex business transformation programmes across multiple service domains.
  • Excellent communication, coordination, and stakeholder management skills with ability to support executive presentations and facilitate cross-functional collaboration.
  • Strong analytical and implementation skills supporting business solutions through operational insights and performance data analysis.
  • Demonstrated interest in healthcare transformation and understanding of healthcare business operations, service delivery optimisation, and operational excellence methodologies.
