Job Summary:

The role is integral in the identification, managing, reporting and mitigation of Liberty Asia-Pacific's financial crimes risks with a focus on economic and trade sanctions risks in APAC. The individual will work within the Compliance function and report to the Head of Compliance, APAC with secondary reporting to Liberty Mutual's Global Financial Crimes Officer.

  • Providing advice to Liberty's APAC legal entities and business unit governing bodies on compliance with applicable laws and regulations, and providing advice to the business, for example in the form of policies and procedures or written updates, in relation to applicable laws and regulations.
  • Assessing the possible impact of any regulatory development in respect of financial crimes on the operations of the business and working with the business with regard to compliance.
  • The identification and assessment of compliance risks, and the development, implementation and oversight of an appropriate framework to ensure the management of compliance risks. Such a framework will include assessing the adequacy of the measures adopted by the business to prevent non-compliance including monitoring to ensure these procedures are being adhered to.
  • Ensuring that Compliance strategy is in line with the broader strategic objectives of the Liberty International APAC businesses. Working with the business to assess new opportunities and ensuring appropriate control frameworks are established.
  • Establishing an open and constructive relationship with relevant regulators (and supervisory bodies) in Singapore, Hong Kong, Malaysia, India, Australia and China.

Duties & Responsibilities

Leadership

  • Communicate and drive Liberty's ethical culture and values as part of driving compliance with APAC's Financial Crimes Program.
  • Spearhead APAC's Financial Crimes Program aligned with Liberty Mutual's Global Financial Crimes Program.
  • Support the Head of Compliance, APAC by identifying, assessing and reporting on financial crime risks to relevant governing bodies and participating in relevant governance forums.
  • Drive operational efficiency and continuous process improvement by reviewing and challenging existing ways of working.
  • Support the Head of Compliance, APAC in engaging with senior management, and other internal and external stakeholders in an open, pro-active and collaborative manner to ensure that financial crime topics are raised, considered, addressed and reported in an appropriate manner.

Financial Crime

  • Maintain an effective financial crime framework and ensure it is proportionate to the scale, nature and complexity of Liberty's APAC business.
  • Responsible for delivering an annual compliance plan ensuring that it aligns with business strategic objectives and the wider Compliance and Global Financial Crimes strategies.
  • Provide clear and consistent advice and direction to the Global Financial Crimes team, business partners and key stakeholders.
  • Responsible for aligning with the Company's Global Financial Crimes Program, including escalating financial crime risks as warranted and collaborating on key Global Financial Crimes initiatives.
  • Support Head of Compliance, APAC in all financial crime matters and initiatives.
  • Responsible for ensuring APAC policies, procedures and processes are updated in accordance with legal, regulatory, and internal requirements.
  • Ensure effective horizon scanning is in place to identify material developments in economic and trade sanctions, and the wider financial crimes compliance sphere.
  • Support the Head of Compliance, APAC in managing Liberty's regulatory obligations to ensure it remains compliant with all relevant laws and regulations.
  • Develop and maintain oversight of Financial Crime Risk Assessments (FCRA) (including its methodology) and providing expert advice to address gaps.
  • Devise an effective financial crime compliance training and communication programme for the business.
  • Work with relevant stakeholders to ensure effective monitoring of financial crime risks.
  • Provide financial crime compliance expertise and input on company projects where required.

Skills and Experience

  • Experience in the scope and application of EU, UK, US economic and trade sanctions laws and regulations and UN sanctions measures, local APAC sanctions and trade control laws and regulations, including licences and authorisations.
  • Awareness of the applicable regulators' requirements and the enforcement environment.
  • Experience in broader financial crimes compliance programs: ABC/AML/Fraud.
  • Strong understanding of the general insurance and reinsurance industry.
  • First class people skills and a team player with excellent written and verbal communication.
  • Proven experience and track record of solving problems and delivering solutions to the business in a way that balances regulatory obligations with a strong commercial understanding.
  • Natural organisation, project management skills and a champion of change.
  • Able to challenge and be challenged.
  • Able to grasp complex issues quickly and be able to offer relevant and focused advice.
  • Ability to listen, be flexible, but decisive.
  • Pragmatic and principled, not dogmatic.
  • Relevant professional qualifications and strong academic record. A legal background is strongly preferred.
