Position Summary
The **Head of Public Affairs / Public Affairs Manager** works closely with the CA Director to monitor the domestic socio-economic & political landscape, assess policy development at the regional and global level that may influence or effect change locally in order to drive timely impact assessment, mitigation, and operational changes required.
This is a leadership role which oversees stakeholder mapping and is responsible for driving strategic stakeholder, cultivation and partnership management, and developing engagement strategies for stakeholder groups. Leveraging on this, the Public Affairs Specialist initiates sustainable relationships and builds a positive reputation for the company to sustain commercial freedom and influence desired outcomes for the business.
Roles & Responsibilities
**1. Public Affairs (public policy and alcohol regulation mitigation)**
a) Monitor the policy landscape (trade and tax included) in Singapore as well as international developments (e.g. FTAs, WHO or UN policies) that may affect government legislation on alcohol in Singapore and to escalate key developments and recommend appropriate actions where necessary;
b) Manages the stakeholder engagement strategy including regular meetings with local stakeholders/ policymakers so as to develop a good understanding of public policy process and to identify when and how to access, drive actions and influence it to the benefit of the business;
c) Write position papers based on strong research, data and proof points to engage stakeholders and policymakers on the company’s and industry’s position regarding specific issues in order to influence a positive outcome for the business;
d) Write effective campaign briefs to develop compelling communication and stakeholder engagement/partnership strategies and ideas that aim to influence the desired outcome for the business;
e) Maintain a updated and relevant stakeholder map to facilitate effective engagement and cultivation;
f) Be familiar with the work of international think-tanks, e.g. International Centre for Alcohol Policy (ICAP) so as to leverage their capabilities for stakeholder engagement if required;
g) Understand the role of internal stakeholders in order to influence business operation and facilitate policy mitigation work effectively when necessary.
h) Work collaboratively with CA APAC team on both strategy and actions.
**2. Stakeholder cultivation, engagement and partnerships**
a) Good understanding of social issues that are related to the alcohol industry and key concerns of the authorities and local communities, e.g. binge drinking among young adults, drink-driving, etc so as to provide counsel on mitigation steps to maintain the company’s commercial freedom and license to operate;
b) Track industry best practices to ensure consistent benchmarking and improvements at APBS;
c) Initiate, organize and execute relevant stakeholder projects/partnerships to mitigate alcohol-related issues at hand or pre-emptively to anchor APBS as a legitimate stakeholder and to build positive reputation for the company and to bring about a more conducive business environment;
d) Develop communication and campaign briefs as well as manage suppliers and manage vendors where necessary.
**3. Sustainability Key Accountabilities & Responsibilities**
a) Develop and implement the corporate social responsibilities and sustainable community development programs.
b) Develop and implement the responsible drinking initiative.
c) Deliver annual sustainability report and integrated comms plan by defining stakeholder circular engagement plan and communicate achievements, achieving significant media and stakeholder cut-through.
