Singapore US Animal and Plant Health Inspection Service Full time

**Duties**:

- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:

- Determines the need for a facility inspection, as a condition of approval, for the purpose of determining if the importer has proper equipment, biosecurity precaution, and adequate care.
- Participates in the process of establishing protocols which are used as guidelines for determining the conditions under which permits and notifications may be approved for specific regulations.
- Uses program and administrative knowledge obtained from practical experience to assist clients in answering technical questions.
- Responds to inquiries from permit applicants regarding the status of animals and animal products permits and permit program policies and procedures.
- Responds to requests for information about past and present VS actions, including Freedom of Information (FOIA) requests, and establishes and maintains files for ready retrieval of this material.
- Participates in the establishment of databases and automated systems designed to track and display the current status of incoming and issued movement of import permits.
- Monitors the efficiency of animals, animal products, and animal germplasm permit program operations and recommends strategies on process improvements and business practices designed to improve program

- Selectee will work out of a home (remote) duty station.
- The duties of this position will be performed out of a home office. The selectee must be able to provide for and establish a suitable, virtual home office.

**Qualifications**:

- Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.**FOR THE GS-07 LEVEL**:Applicants must have one year of specialized experience (equivalent to the GS-05 grade level) that demonstrates:

- Experience communicating to stakeholders verbally and in writing according to regulatory standards.
- Experience researching and analyzing work processes and workload distribution in coordination with the information related to specific complex administrative or program related topics.

**OR** 1 full year of graduate level education**OR**
**Superior Academic Achievement**:To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements.
- Equivalent combinations of education and experience are qualifying for this grade level.**TRANSCRIPTS** are required if:

- You are qualifying for the position based on education.
- You are qualifying for this position based on a combination of experience and education.
- You are qualifying for this position based on Superior Academic Achievement.
- This education must have been successfully completed and obtained from an accredited school, college, or university

**COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07 GRADE LEVEL**: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
