**Job Summary**:
The Quantity Surveyor (M&E) is responsible for the comprehensive cost management of mechanical and electrical engineering components within construction projects. This role ensures that all M&E works are delivered within budget, while upholding quality standards and regulatory compliance. The Quantity Surveyor plays a pivotal role throughout the project lifecycle—from feasibility studies and cost planning to procurement, contract administration, and final account settlement.

**Key Responsibilities and Activities**:
**Cost Estimation & Budgeting**:

- Prepare detailed cost estimates for M&E works across all project phases: feasibility, design, and construction.
- Develop and manage project budgets, ensuring accurate forecasting and cost tracking.

**Tendering & Procurement**:

- Prepare comprehensive tender documentation including Bills of Quantities (BOQs), technical specifications, and scopes of work.
- Evaluate contractor bids, lead negotiations, and provide recommendations for contract awards.

**Contract Management**:

- Review and interpret contract terms to ensure compliance and manage contractual risks.
- Administer variations, claims, and prepare progress claims and final accounts for submission to clients and contractors.

**Cost Control & Reporting**:

- Monitor project expenditures and performance against approved budgets.
- Generate regular cost reports and financial forecasts for internal and external stakeholders.

**Site Visits & Technical Assessments**:

- Conduct site inspections to verify progress, quality, and compliance with M&E specifications.
- Collaborate with project teams to resolve technical and commercial issues on-site.

**Personal Competencies**:

- Strong analytical and numerical skills for financial evaluation and cost analysis.
- Excellent communication and negotiation skills for effective stakeholder engagement.
- Proactive and solution-oriented mindset with the ability to manage challenges independently.
- High attention to detail and accuracy in documentation and reporting.

**Technical Competencies**:

- Proficient in cost management software (e.g., CostX, CCS, or equivalent).
- Solid understanding of M&E engineering systems and construction methodologies.
- Familiarity with local and international codes, standards, and statutory regulations related to M&E works.

**Skills & Knowledge**:

- In-depth knowledge of quantity surveying principles, particularly in M&E disciplines.
- Proven experience in financial management, including budgeting, forecasting, and cost control.
- Strong understanding of construction contracts (e.g., FIDIC, NEC, JCT) and procurement strategies.
- Awareness of current industry trends, technologies, and sustainability practices in M&E construction.

**Qualifications & Experience**:

- **Education**:Bachelor’s Degree in Quantity Surveying, Construction Management, Mechanical Engineering, or Electrical Engineering.
- **Experience**:Minimum **3-5 years**of relevant experience in quantity surveying with a focus on M&E projects in the construction industry.
- Demonstrated ability to manage project costs and contracts effectively in complex construction environments.
- Hands-on experience in preparing cost estimates and managing budgets for M&E systems.
