ASSISTANT DIRECTOR (PROCUREMENT)
As an officer of the Procurement Unit (Finance & Procurement Division), you will support procurement operations which include, inter alia, vetting of procurement submissions such as tenders/quotations, data analytics, contract management as well as provision of advice on procurement matters. You will provide users with end-to-end solutions based on established procedures. This includes liaison with internal and external customers/stakeholders/partners/vendors.
- What you will be working on
- Implement and review procurement policies, workflow and processes to ensure compliance with relevant legislation, Instruction Manuals, rules and policies. This also include revenue contracting.
- Engage users on their procurement needs and ensure compliance with Government Instruction Manuals (IMs) on Procurement and internal procurement processes.
- Provide users with end-to-end solutions based on established procedures.
- Provide guidance to users to develop requirement specifications and development of appropriate procurement strategies.
- Manage quotation/tender end-to-end process using the electronic procurement system (GeBIZ).
- Review procurement submissions such as tenders/quotations and recommendation reports submitted by users for approval, including revenue contracting.
- Share and brief stakeholders on procurement best practices.
- Involve in organisation projects (e.g. financial systems related) to uplift the professionalism and excellence of the organisation.
- Handle ad hoc projects/responsibilities as and when required.
- What we are looking for
- At least 3-5 years’ experience in procurement work.
- Strong communication, presentation and writing skills are essential.
- Proficient in Microsoft Office with good IT skills.
- Proactive, strong analytical and problem-solving skills, meticulous, able to work independently and multi-task to meet tight deadlines.
- Able to engage and communicate effectively with various levels of stakeholders.
- A good team player with positive work attitude, ability to handle end users professionally and work independently and efficiently with a strong customer service mindset.
