Shell Energy Ambitions envisage trading a full range of gas/LNG and clean power products in new countries and being a leader in the provision of cleaner energy.
Understanding the complex regulatory environment for gas and gas decarbonization, translating regulations into winning and defensive commercial structures, influencing the shaping up of new policies and regulations affecting the gas and power value chain in the region will be key success factors for Shell to outcompete others in the market and deliver on its growth ambitions.
Across Asia, the Shell Energy Asia Regulatory Affairs (SEARA) Team has been crucial in advocating for a fair playing field for new entrants, enabling Shell Energy to successfully enter and grow markets domestically. Further success continues to be dependent on the effectiveness of continuous regulatory reforms, which present both opportunities and risks for Shell Energy.
**What’s the role?**
For both the gas and power markets:
- Deliver an assessment of the regulatory barriers impeding development of a tradable gas and power market for designated markets in Asia, both within the gas/power sector itself, and within associated demand sectors.
- Develop appropriate regulatory/policy positions to overcome regulatory barriers related to market structure, infrastructure access, market design and pricing, among other issues. This will be carried out at both the regional, national and state levels as appropriate.
- Use this knowledge to derive and facilitate commercial strategies to generate tangible financial results in the short, medium term and long term.
- Lead on engaging commercial and functional teams, including the local sales offices and the local operations teams, to develop joint views on regulatory and market design opportunities, risks and threats.
- Develop relevant local coalitions and alliances to progress regulatory reform; mobilise external sources of influence and financial support for the reform program from governments, regional organisations such as ASEAN, relevant development banks, industry associations, think-tanks, academia and industry stakeholders.
- To proactively identify, communicate and implement, internally and externally, influencing strategies for the formulation of new legislation and regulation.
- Develop and utilise effectively external relationships and liaise with authorities and peer companies on regulatory issues in pursuit of the Shell Energy Asia strategy.
- Leverage Shell's senior leaders for engagements with government entities to promote Shell's leadership position in the wider gas/power scene.
- Establish and enhance relationships with key stakeholders in Asia (NOCs, IOCs, industry associations and relevant authorities) and other relevant external and internal stakeholders as appropriate.
- Ensure that Shell is a 'trusted advisor' to key stakeholders in issues related to natural gas, electricity, energy trading, renewables, carbon trading and the energy transition.
- Strengthen Shell’s position as a credible sounding board for key regulatory matters with national regulators, for Singapore and other markets as designated. Ensure compliance to regulatory related requirements.
- Lead design, tendering, commissioning and delivery of bespoke research and consulting studies for SEARA.
- Act as SEARA PMO for country level studies supporting country leads.
- Support Shell Energy and other Shell teams in delivery of key regulatory and advocacy issues in region and country level.
- Lead dedicated and/or bespoke regulatory support to Shell Energy projects in Asia related to market access, regulatory best practice, and other regulatory issues.
This role reports to GM Regulatory Affairs. The role is also designed as the in-country Regulatory Affairs Lead for Singapore (SES) and other markets as designated, is expected to provide coaching and guidance to other Regulatory Affairs team members SEARA and wider SEA and provide specialist regulatory support to in country regulatory analysis, advocacy, and consultations as appropriate.
**What we need from you**
The role requires diverging skill sets. At times you will work on formal consultations with a large amount of complex material that can be quite academic in nature developing comprehensive Shell positions. You will also need the ability to distill the information, grasp the commercial concept, build a compelling argument, coordinate input from other regulatory, commercial, and technical experts and execute effective advocacy and lobbying actions. This will entail ability to communicating messages with confidence and credibility. The skills required are different but necessarily complimentary. At other times you may be required to maintain regulatory trackers and prepare regulatory submissions which will require one to be meticulous.
