Arborist

**Certified Arborist (CA)**

An independent ISA (International Society of Arboriculture) Certified Arborist with (Preferable Tree Risk Assessment Qualification (TRAQ) qualified) or equivalent accreditation body as approved by the NParks to manage all trees within the property /estate and oversee the tree maintenance works.
- The CA shall have at least a Diploma in degree or diploma in, and is trained in horticulture, agriculture, arboriculture, botany, forestry or landscaping or possesses a WSQ Diploma in Landscape Management Horticulture / Landscape Management or equivalent plus at least five (5) years tree inspections and arboriculture works relevant working experience.
- The CA shall provide technical information and advices on best management of tree resources, forensic investigation, tree assessment, tree inventory, protection of trees and other arboriculture related recommendation to client as and when required.
- The CA shall conduct the tree inspection, risk assessment and prescribes the routine tree maintenance operations and schedule of works based on the risk ratings with reference to the intensity of use in target areas for prioritising of works.
- The CA shall carry out checks at a minimum frequency of at least Three (3) times a year for LEVEL 1 and yearly for LEVEL 2 inspection of all trees and submit the record (LEVEL 1 in excel format and LEVEL 2 in NParks or ISA Tree Inspection Form) and to client within seven (7) days of the end of the scheduled month. A summary / conclusion from the Level 2 Basic Assessment in excel shall also be submitted.
- In the event there are defects or plant health issues found in LEVEL 1 assessment, the CA is required to conduct a LEVEL 2 - detailed assessment for further investigation upon the discovery.
- The CA shall carry out LEVEL 3 - Advanced assessment (e.g. resistograph inspection or/and Picus inspection and any) when directed by the client
- The CA shall arrange meetings with client FM and Landscape Team on a bimonthly and arrange joint site inspections with the client to assess the maintenance standard of the arboricultural estate as and when required.
- The CA shall also provide labour, materials and all necessary for the tree tagging and survey. The type of the tag shall be submitted to the client for approval before being use on-site.
- The CA is required to carry out the follow-up inspections to validate the contractor work performance on-site.
- The CA is required to provide recommendation and specification for replacement of tree.
- The CA shall establish a complete tree data for all trees within the property/ estate (e.g. location with GPS coordinates, tree girth, height, health/vigour, pruning records, species, H/D ratio and all required info).
- The CA shall reach to tree incident site within 1hr upon receiving the notification from FMC team. FMC’s CA to investigate the cause of tree failure and comb through the incident site to flag out other trees that require further assessment. He/she shall provide to the client a comprehensive report on each tree failure incident that results in damage to property, personal injury, fatality and massive traffic jams. The report should include details such as the date and time of the incident, the tree species involved, how the tree failed and the follow up action taken to remove the tree. He/ She shall also provide tree damage report and report on tree failure cases as and when instructed by the client. The arborist report shall also be provided for:

- trees to be removed,
- fallen/snapped trees,
- heritage trees and
- any tree as instructed by the Corporation
- The CA is also to provide standing supervision at site for all arboriculture works to ensure specified standards and safety (in addition to the work safety specialist) and completion dates are met.
- When required, CA shall provide a written management report on Method of Statements for managing Arboriculture Works at particular work site, which is to be submitted for clients approval before commencement of work.
- The CA is not required to be stationed full time on site.
