RESPONSIBILITIES
- Strategic Procurement:

- Frequently analyze the internal spend profile for all 3 Plants and offices in Singapore
- Monitor market development and build up market intelligence to understand and maintain the main cost drivers for assigned key categories
- Refine and develop new Category Strategies for assigned key categories under responsibility
- Review and update Singapore Indirect Procurement Plan
- Source, tender, evaluate, negotiate and conclude the (framework) contracts with most favorable commercial Terms & Conditions
- Maintain and update the framework contract list
- Ensure all contracts are executed according to agreed contract terms, solve deviations and handle disputes
- Ensure the process of vendor pre-qualification, selection and evaluation is in place
- Continuously consolidate and optimize the vendor pool and update the Approved Vendor List
- Take the lead to develop and establish strategic partnership with critical vendors to continuously drive and improve the performance level
- Ensure all purchasing within assigned categories are done with the highest standards on professional ethics and in compliance with company Procurement policy and manual
- Drive the spend behavior towards to a situation with a majority of spend are covered by framework contracts and automatic PO’s
- Coordinate and support Global Category Managers to ensure the implementations of global contracts in the region
- Support the company Digitalization journey to improve the effectiveness and efficiency of Procurement process
- Operational Procurement:

- Together with company KL Operational Hub, continuously improve the effectiveness and efficiency of Purchase to Pay process
- Play a bridging role to address the issues and feedback to ensure best possible working together between KL Operational Hub and end Users
- Tackle ad-hoc PO’s above the limit of KL Operational Hub
- Back up other Category Managers during absence
- REQUIREMENTS
- Bachelor’s degree from an accredited university or college
- Preferred 3-5 years procurement experience in related industry
- Strategic thinker/planner
- Strong oral and written communication skills
- Strong Quantitative and Analytical Skills
- Strong team player
- Effectively handling global and regional stakeholders
