Singapore BOUSTEAD PROJECTS E&C PTE. LTD. Full time

Job Descriptions:
**SITE MANAGEMENT SUPPORT**
- Ensure compliance to QA/EHS requirements;
- Recommend penalties and improvement for sub-contractors on non-compliance to QA /EHS requirements;
- Carry out regular site inspection and coordination meeting on QEHS matters;
- Implement the company WSHMS and EMS to meet the QEHS requirements
- Raise awareness on QEHS matters through safety training and campaign programs;
- Maintain all site safety and environmental inspection records;
- Monitor corrective actions and process improvement.
- Carry out CONSASS audit and internal audit whenever necessary.

**PROJECT SUPPORT**
- Develop, implement, communicate and maintain a safety plan to comply with EHS requirements;
- Investigate and manage process improvement;
**FINANCE SUPPORT**
- Compile a summary of administrative levy for each project with regards to EHS issues;
- Record collection of safety equipment for proper billing to sub-contractors;
**BUSINESS DEVELOPMENT SUPPORT**
- Ensure that we can meet the QEHS requirements in the tender documents;
- Present Quality and EHS plan when necessary.

**EHS PERSONNEL**
- Act as the direct reporting manager to all EHS personnel in the company:

- Senior WSH Coordinator
- WSH Coordinator
- Subcontractor WSHS
- Recommend and execute employment and removal of subcontractor EHS personnel.
- Oversee the assignment of subcontractor EHS to individual sites.
- Formulate training program for the site EHS department.
- Determine the responsibilities of subcontractors within the EHS department.
- Develop relationship with government agencies namely MOM and WSHC and neighbors whenever necessary.

**MEETINGS**
- Weekly site QEHS meeting of all projects;
- Monthly QEHS management meeting;
- Provide Site updates to the Deputy Director on a weekly basis.

**EHS AUTHORITY**
- Ensuring approve safety equipment to be used by sub-contractors;
- Issued administrative levy to subcontractor;
- Check for all QEHS related training as required by legal requirements;
- Recommend debarment for sub-contractors for poor performance on QEHS;
- Recommend safety promotion and events for projects;
- Introduce new measures to the improvement on QEHS related matters;
- Liaison with all government bodies related to EHS;
**QA / EHS RESPONSIBILITIES**
- Ensure that adequate resources from subcontractors are dedicated to implement the EHS requirements;
- Recommend measures to mitigate any QEHS issues;
- Implement QEHS management programs to achieve the policy intent;
- Provide leadership by ensuring commitment both personally and throughout the subcontractor to achieve the Company’s QEHS policy intent with specific program and employee involvement;
- Regular checking QEHS document to improve implementation to suit company’s requirements;
- Update latest statutory rules and regulations, standards and procedures;
- Administer EHS resources from subcontractors to oversee the following matters for all projects:

- Ensuring safe work procedure is carried out at site without any incident or accident;
- Check for good quality work according to specification and requirement;
- Carry out QEHS inspection/meetings and compile quality and safety reports;
- Implementing the QEHS standards and requirements for all worksite;
- Investigate all incidents and non-compliance of QEHS issues;
- Issue corrective and preventive action report whenever necessary;
- Maintain all site QEHS records;
- Promote QEHS awareness among sub-contractors and workers;
- Coordinate with all sub-contractors on matters pertaining to QEHS issues;
**OTHER RESPONSIBILITIES**
- Conduct SIC in-house training and briefing to workers on QEHS related matters;
- To assist sub-contractors in attaining bizSAFE level 3 standards and higher;
- Submit EHS reports for the Group’s monthly management meetings.
- Expand and improve on existing EHS procedures / processes, including documentation.
- Assist to implement documentation management system for the EHS department.

Job Specifications:

- Specialist diploma in WSH
- Minimum 3 years’ experience in WSH and at least 2 years at construction site.
- Advanced certificate in WSH.
- Familiar with the WSH Act and its subsidiary legislation and others applicable and legal requirements.
- Familiar with Workplace Safety & Health Management System (WSHMS).
- Familiar with OHSAS 18001:2007, SS 506:2009, ISO 14001
- Familiar with construction works of all trades at the site
