**RESPONSIBILITIES**

**Welfare**:

- Incumbent must be familiar with the provisions of the Destitute Persons Act and the Destitute Person (Welfare Home) Rules & Vulnerable Adult Act.
- Incumbent will be responsible for/to:

- The safe & proper custody of residents.
- Supervision & management of the Residents welfare. Perform periodic night checks of the Home
- Facilitation and management of Residents incidents & behavioral issues with Welfare team in collaboration with relevant stakeholders e.g. Case management, Nursing, Allied Health Team
- Ensure that all incidents and events of residents are promptly & properly recorded and reported.
- Report all incident / escape from legal custody / death / outbreaks reports to Head of Centre and MSF. Reporting and submission of any incident / escape from legal custody / death / outbreaks reports to Head of Centre and MSF.
- Identification of body at SGH mortuary.
- Submission of WH monthly reports to Head of Home & MSF
- Supervision, deployment & management of Welfare Staff e.g. guide & monitor staff who are assigned as personal care officers to collaboratively work with other key stakeholders on resident Individual Care Plan (ICP) and follow up on incident with counselling report of the residents concerned
- Participate in the ICP development of residents
- Attend to MSF related visits or meetings e.g. BOV visits, MSF Audit visits, Review Committee, Welfare Home Superintendents/A. Superintendents meetings etc

**Operations**
The incumbent is responsible for and required
- To provide oversight in the areas of facility & estate management, logistics, building maintenance, security, IT, front office services, environmental sanitation services, laundry services and kitchen services and transport services. Ensure efficient day to day running of the Home
- Conduct & facilitate monthly all Staff & Operations meetings in consultation with Head of Centre
- Assist in Home improvement projects & pandemic management, e.g. cyclical maintenance & pandemic coordination, perform coordinating roles with MSF & relevant stakeholders to ensure delivery of high-level operational support, resulting in conducive work environment and optimal and safe resident care.
- Ensure all aspects of the projects are in compliance to all regulatory licensing and permit requirements and in a timely and cost effective manner.
- Oversee the full project cycle for new projects e.g. renovation, cyclical maintenance, environmental and sanitation regime etc.
- Develop, maintain and update SOPs, 9 BCPs and operating manuals & conduct, facilitate table talks in consultation with Head of Centre
- To prepare & submit regular reports on projects status update to management.
- Participate in Home’s annual planning and budgeting exercise and other duties assigned by Head of Centre

**JOB REQUIREMENTS**
- Bachelor Degree preferably in facilities management or a related qualification such as engineering, management or business studies with relevant professional qualifications.
- At least 10 years of relevant experience in Social Service/Healthcare Sector.
- Must have knowledge and understanding of project management and cost control.
- Hands-on operation mindset is required.
- Able to multi-task and work independently.
- Team player with excellent communication and interpersonal skills with a can-do attitude.
- Possess strong leadership skills to lead a team towards achievement of Organization and department goals.

**WORKING CONDITIONS**:

- 5 days work week (Monday to Friday)_
- Willing to work in a Welfare Home._
