**Environmental and Social (E&S) Manager - EDF International Division **Asia**

Involved in the Asian power market for over 30 years, EDF aims to contribute to the ongoing energy demand of a fast-changing and dynamic market, from low carbon electricity production to smart energy services.

Headquartered in Singapore, the EDF International Division Asia (ID Asia) is responsible for delivering the EDF Group’s strategy in Asia (excluding China and Central Asia). It includes: development offices in India, Indonesia, and Myanmar; subsidiaries in Lao PDR and Viet Nam; and a representative office in Japan. ID Asia also supports an EDF Research & Development (R&D) International Centre, which is also located in Singapore.

As Environmental and Social (E&S) Manager supporting ID Asia’s regional portfolio of activities, you will work with dynamic cross-functional and cross-cultural teams located in Singapore, across the Southeast (SEA) and South Asia regions, and in France. You will: ensure the E&S risks of potential projects are identified at an early stage and appropriate mitigations put in place; and that the EDF Group’s commitments to health, safety, environment, human rights are upheld. You will report directly to the Senior Vice President Asia, EDF International, based in Singapore, and have a functional reporting line to the Head of Environmental and Social, International Division, based Paris, France.

**The key responsibilities of the role are**:
1. Screen potential investment projects against identified environmental and social (E&S) risk criteria aligned with international financial institution (IFI) standards such as: IFC Performance Standards (2012) and Good Practice Notes (GPNs); Equator Principles IV (2020); WBG Environmental, Health, Safety (EHS) Guidelines (2007) including relevant Industry Sector Guidelines; and other relevant sectoral guidance.

2. Work collaboratively with EDF ID Asia Project Directors and Business Developers to: contribute technical input about E&S matters to tenders/bids (as relevant); and integrate E&S aspects within project development documentation. This includes: developing results-based SoW for country-based specialist E&S support as needed; negotiating contracts with external E&S service providers when needed; and managing the quality of any E&S deliverables contracted to external E&S service providers. E&S support is to be embedded from the early project development phase through to integration of E&S aspects in project governance agreements w/ partners.

3. In close collaboration with the Head of Environmental and Social, International Division, plan E&S resourcing for projects at various phases of the project lifecycle; from feasibility assessment through development, operations, and decommissioning phases. This includes managing E&S staff recruitment and selection for projects; and planning/preparation/implementation/monitoring of long-term E&S arrangements.

4. Finalise the _Draft_ EDF ID Asia Environmental and Social Strategy. This shall include:
a. In collaboration with other relevant EDF groups, develop and maintain relationships with key E&S stakeholders active across Asia including international financial institutions (IFIs), research institutes, civil society _etc_.

b. Develop and maintain E&S framework agreements with E&S consultancies and individual E&S consultants that have relevant country and technical expertise.

c. Design and implement a consistent environmental and social (E&S) information management and monitoring/measurement system across the ID Asia portfolio, inclusive of an E&S ‘knowledge bank’ + E&S case studies.

d. Lead regular training on E&S matters and build regional E&S capacity.

5. Implement the approved EDF ID Asia Environmental and Social Strategy in an adaptive manner, working in close collaboration with the Senior Vice President Asia, EDF International, and Head of E&S, International Division.

6. Work collaboratively with EDF ID Asia’s partners to harmonise a standard E&S approach across the regional portfolio of EDF ID Asia activities.

7. Contribute to ongoing development of EDF Group E&S policies, procedures, tools/templates. This includes drawing on lessons learned and proposing innovations.

**Selection Criteria**:

- Advanced degree (Masters required) in Environmental Management, Social Science, Sustainability, Engineering, Business Management, or similar field.
- More than 15 years’ directly relevant work experience in Southeast/South Asia/other international locations, in identifying and managing the environmental and social risks, impacts, and opportunities of complex infrastructure projects in alignment with international good practice. Experience in the design and/or implementation of environmental and social management systems (ESMS) and Plans (ESMPs) for infrastructure projects is an advantage. Combination of in-house (Project) and consultancy experience is preferred.
