This role will be hired on contract basis to support our client's upcoming project.

**About the role**:

- Key Person and having ownership and accountability of Project HSE and Security Management plans and activities aligned with execution plan, objectives and deliverables.
- Ensure development and effective implementations of Project HSE Strategies, Plans and other associated procedures and processes to achieve or exceed desired level of performance, including Risk Management Processes, Emergency Response Plans, Transportation Plan, etc.
- Plan and strategise to take into account construction execution, commissioning, start-up and transition to normal operations and incorporate legal and other HSE requirements, lessons learned, best practices and internal requirements.
- Establishment and evaluation of Project HSE and Security KPIs throughout project phases and establish programmes to achieve them.
- Ensure understanding and alignment on HSE and Security-related deliverables.
- Provide HSE and Security inputs in BEDD, Project Requirement Specifications (PRS), Instruction to Bidders (ITB), etc to support the project team in firming up project scope and cost estimates.
- Establish and implement programs to drive IIF Leadership and strong OE/HSE Culture for the Project.
- Manage and motivate Project HSE and Security Team for optimal performance by setting clear agreed objectives, planned development trainings and programmes to enhance competencies.
- Ensure HSE and Security expectations are embedded in Project Contractor Management Process i.e., Contractor selection, site performance, periodic evaluation, recognition, etc.
- Establish and communicate clear expectations to slected Contractors throught project execution and approve Contractor HSES plans/ procedures.
- Review GHG, SOx, effluent discharge and other environmental information to support Technical Team in the design and management of Waste Water Treatment Plant modification, any air pollution controls, etc.
- Work harmoniously and align with Leadership Team, Functional Managers, Contractors, Base Refinery and relevant Stakeholders on Project HSE matters.

**About you**:

- Minimum 15-20 years of work experience in HSE management roles in Process, Oil & Gas Industry and Construction Industry. Major/Mega Capital Project experience is a MUST.
- **Demonstrated experience in establishing and implementation of HSE management during FEED, Detailed Engineering and Design, Construction, Precommissioning and Commissioning.**:

- Demonstrated knowledge and experience on local HSE, permitting requirement and pollution control codes and future development on codes are preferred.
- Demonstrated ability to drive outstanding IIF and OE/HSE Culture in major projects.
- Bachelor Degree in Engineering or equivalent.
- Excellent coordination and communication skill. Familar with modularisation execution is an advantage.
