Senior Engineer

My client is a Hospital at Singapore Central area.

**Key Responsibilities**:

- Manage the operation, maintenance, upgrades, and replacement of hospital facilities, mechanical & electrical (M&E) systems, and non-clinical equipment.
- Ensure outsourced maintenance contractors meet prescribed KPIs and maintain the functionality and serviceability of all building systems at all times.
- Conduct audits and monitor the quality of maintenance services provided by specialist vendors to ensure compliance with the hospital’s standards and procedures.
- Support and lead, where necessary, cyclical maintenance and system/building improvement projects initiated by the department or hospital.
- Supervise the performance of outsourced M&E teams to uphold maintenance standards and ensure scheduled preventive maintenance (PM) is carried out as planned.
- Oversee the maintenance and performance of critical systems essential to hospital operations, ensuring specialist vendors deliver services to expected performance levels.
- Coordinate facility upgrades and system improvements through Ministry of Health (MOH) and Agency for Integrated Care (AH) funded initiatives.
- Act as the project manager for facility improvement works including renovations, system retrofitting, infrastructure replacement, and specialised systems enhancements; or participate as a team member in such projects.
- Provide technical guidance and support to outsourced contractors in diagnosing and resolving system failures, including recommending replacements or decommissioning of systems when necessary.
- Prepare technical specifications, drawings, cost estimates, and project timelines for planning and executing system improvement works.
- Offer technical support to hospital-appointed consultants and participate in inspections, handovers, and acceptance testing of new developments or installations.
- Ensure maintenance activities comply with safety standards, particularly regarding infection control and patient safety, and monitor the safety practices of outsourced teams.
- Respond promptly to equipment or system breakdowns to minimise service disruptions.
- Raise and manage work requisitions for breakdown repairs and system replacements.
- Support the Fire Safety Manager (FSM) in fire safety and training initiatives.
- Assist in hospital security planning and emergency preparedness efforts.
- Enforce House Rules and conduct periodic inspections of work sites to ensure compliance.
- Provide support for infrastructure development projects within the AH campus as required.
- Undertake any additional duties as assigned by the Head of Department.

**Job Requirements**:

- Bachelor’s degree or diploma in Engineering, Facilities Management, or a related discipline.
- Minimum of 5 years’ experience in managing M&E systems within a healthcare environment.
- Strong knowledge and hands-on experience in M&E systems and facilities operations.
- Excellent interpersonal, analytical, and presentation skills.
- Certification as a Fire Safety Manager or relevant fire safety experience is an advantage.
- Proven leadership abilities and effective communication skills.
- Proficient in both spoken and written English.
- Team-oriented with the ability to work independently when needed.
- Strong supervisory and customer service skills.
- Practical and solution-oriented with a hands-on approach.
- Positive attitude with the ability to engage with staff at all levels.
- Project management experience, with the ability to work under pressure and meet tight deadlines in a fast-paced environment.
