**Job Description**:
**Cost Estimation and Budget Management**:

- Prepare and submit accurate cost estimates to the Customer’s Superintending Officer for approval.
- Create financial projections and manage budgets to control expenditure for contractor works.
- Develop and certify monthly payment claims for Term Contracts, ensuring timely submission.

**Contractor and Claims Management**:

- Review and evaluate contractor claims, including Certificates of Payment (COP), to ensure compliance with contract terms and pricing.
- Finalize draft Final Accounts for Term Contracts and prepare Final Account submissions for the Customer.

**Rate Verification and Tender Preparation**:

- Verify “star rate items” submitted by contractors, ensuring they align with fair market prices before the work begins.
- Maintain records of star rates and quotation rates, and analyze them for future reference.
- Prepare tender documents and specifications.

**Advisory and Communication**:

- Provide guidance on contractual claims, disputes, and cost variations.
- Liaise with clients, contractors, and stakeholders on cost-related matters.

Job Requirement:

- **MUST BE an Accredited or Registered member with the Singapore Institute of Surveyors and Valuers.**:

- Minimum of 5 years of relevant working experiences as a Quality Surveyor.
- Proficient in cost estimation software and tools.
- Knowledge of local standards, regulations, and practices in quantity surveying and facilities management.
- Excellent communication and negotiation skills to liaise effectively with clients, contractors, and stakeholders.
- Strong analytical and problem-solving skills, with attention to detail.
- Ability to work under pressure, manage multiple tasks, and meet deadlines.
