The Senior Executive/Executive will support the Group Integrated Care (GIC) Office in the development and maintenance of payment policies for National Healthcare Group (NHG)’s Integrated Care Organisations (ICO), public healthcare institutions (PHIs), and partner healthcare providers.
The Senior Executive/Executive is responsible for supporting his/her reporting officer to complete the tasks required of the team. The scope of work shall include, but is not limited to:
- Keeping abreast of institutional, national, and international developments in payment policies for population health, conducting literature reviews to build the team’s knowledge in the space.
- Analysing data (e.g. financial statistics, patient/provider data, etc.) to support the development and review of payment policies.
- Engaging stakeholders to develop, implement, and maintain payment policies.
**Major Duties & Responsibilities**
- To conduct routine ground-sensing/environmental scanning, and use findings to develop financing models for the ICOs that achieves intended objectives and outcomes
- To work with other GIC colleagues and ICOs to establish the appropriate type and level of care and services for integrated and relationship-based care.
- To work with Group Accountable Care, GIC, ICOs, and NHG Group Finance colleagues on costing, pricing, etc. to establish the appropriate payment policies for integrated and relationship-based care. This includes patient financing policies.
- To translate approved strategies into implementation, execute, monitor/control them and adapt according to lessons learnt, changes in environmental factors, new requirements, etc. It also includes efforts to mobilise relevant external resources, content, etc. to support the aforesaid.
- To work with the Value-Based Care team to formulate monitoring plans for the payment policies developed, to ensure data is collected and monitored for relevant outcomes tied to value of payments.
- To work with Group Accountable Care Office on the necessary reviews and reporting.
- To build trust, deepen relationships, and manage stakeholders to smoothly fulfil the aforesaid areas of responsibilities.
- Supports administrative, reporting, budgeting, management approvals, presentations, procurement, agreements and other related works for the team.
- To undertake any other specific projects/tasks as assigned to the team.
- Supports corporate initiatives under NHG HQ.
**Job Requirements**
Education/Experience
- Good degree from a recognised university, preferably with economics or healthcare background.
- Good project management skills.
- Good interpersonal & communications skills and ability to manage stakeholders from diverse backgrounds at various levels of seniority.
- Macro in perspectives and meticulous in implementation.
- Good written, analytical, planning, risk mitigation, perception management & agile project implementation skills.
- Good system-thinker with problem-solving skills in a dynamic and unstructured work environment.
- Basic knowledge of health financing approaches and payment models or working experience and/or certifications in healthcare financing, financing models, value-based care will be advantageous.
- 1 to 4 years of working experience in population health, healthcare finance, or healthcare planning would be an advantage.
