**What you will be working on**
- The Strategic Planning Directorate is responsible for helping the Home Team be prepared for the future. The Job Holder will be part of the Planning & Transformation team in the Strategic Planning Directorate.
The team’s key responsibilities include orchestrating the long-term and short-term planning processes in the Home Team, sustaining and enhancing Home Team officers’ engagement with Home Team Transformation efforts, and setting organisational performance standards and monitoring them.
Long-term planning. The Home Team’s long-term planning process is also known as Home Team Transformation. It is a process by which the Home Team collectively plans and builds capabilities in order to meet the challenges of the future. In the current cycle, we are planning with the 2030 time horizon. The team works with Home Team senior management and officers to develop and cascade the long-term plans throughout the Home Team. In line with Home Team Transformation, joint capabilities enable the Home Team to reap operational synergies and use resources more optimally through joint capability development. The team staffs PS’s Staff Meeting (PSM) to appoint joint capability owners and on matters relating to the management of joint capabilities. This involves working with stakeholders to identify joint capability owners, developing policies and frameworks to guide joint capability owners in their roles, and supporting joint capability owners as they operationalise their roles and responsibilities.
Home Team Transformation engagement. Officers must understand the need for, and play a part in transformation efforts in order for transformation to be successful. Home Team Transformation engagement is a major part of the change management efforts to prepare and support officers for transformation. The team conducts the biennial Home Team Transformation engagement survey to understand ground sentiments on transformation, and works with HTDs to address gaps arising from the survey and other engagement sessions. The team also develops an engagement workplan, and works with HTDs to promote Home Team Transformation to officers across the Home Team.
Short-term planning. The long-term plans are reviewed and tracked in the short-term, annual work planning cycle, together with HTDs’ plans to deal with the needs of each coming Financial Year. To facilitate planning, the team organises management retreats and forums involving senior Home Team leaders to discuss strategic issues.
Organisational performance. The team works with HTDs to develop Key Performance Indicators (KPIs) and their targets to measure and track organisational performance in a systematic and holistic manner. These KPIs and targets are reviewed annually to ensure relevance. The team also conducts the MHQ stakeholder engagement survey which measures how well MHQ supports the HTDs in their work. The result of the survey is reported as one of MHQ’s KPIs. The team administers the Team Incentive Award to recognise superior organisational performance.
