Utilities Specialist

Pfizer Singapore is recruiting permanent employees for manufacturing site expansion of PFIZER ASIA MANUFACTURING PTE LTD (PAMPL) in Singapore.

The incumbent will be responsible for contribute to team effort by accomplishing equipment performance related results. Provide recommendation and equipment optimization initiatives to promote Operational Reliability Improvement (ORI) and Right First Time plan on maintenance and utility operations.

They will support utility operation to guide and monitor operation of site-wide utility equipment and systems by BOOM & IFM vendor, achieving an uninterrupted utilities supply in compliance with cGMP, EHS and regulatory requirements in a cost effective manner.

Take the place of Utility Engineer during their absence.

Accountable for:

- cGMP and EH&S compliance
- Uninterrupted utilities supply for BOOM (Build Own Operate Maintain) - CUB (Central Utilities Building)
- Uninterrupted utilities supply for IFM (Integrated Facilities Management) -TO (Thermal Oxidizer)
- Uninterrupted utilities supply for IFM-Outside CUB Utilities Systems (Process Water, NEWater, Potable Water, Softenener Water, Natural Gas, Nitrogen, Storm Water, Solar Panels)
- Equipment uptime
- Team performance
- Accountable on Good Data Management and Data Integrity

POSITION RESPONSIBILITIES

- Monitor, trend, analyze energy and water data to improve and optimize usage. Support Engineer to ensure that BOOM and IFM vendor implement site energy and water conservation projects to save cost.
- Assist Engineer to ensure BOOM and IFM vendor prepare and submit annual regulatory reports to NEA (energy) and PUB (water).
- Monitor Utility Operation by BOOM and IFM vendor to ensure safe, reliable operation with uninterrupted utilities supply to site.
- Ensure BOOM and IFM vendor develop utility operational SOP/procedures to ensure safe operation and shutdown of utility equipment and systems.
- Support engineer to achieve financial goals by preparing against approved annual utility operation budget; scheduling expenditures; analyzing variances; initiating corrective actions for utility equipment/systems and utilities services.
- Ensure BOOM and IFM vendor resolve equipment performance to identify/define the problem and root cause, examine alternative solutions, and develop action plans.
- Support project by reviewing new commissioning plans, discussing equipment needs and modifications with contractors, engineers and consultants, coordinating activities related to utility equipment and systems.
- Lead/participate in continuous improvement initiatives and support (IRS/QAR) investigations.
- Contribute to team effort by accomplishing desired results/KPIs.
- Coordinate maintenance and repair activities with BOOM and IFM to ensure smooth utility operation with no downtime.
- Resolve equipment performance issues by facilitating discussions with BOOM/IFM team to identify/define the problem and root cause, examine alternative solutions, and develop action plans.
- Complete all assigned training on-time and also prior to work implementation.

- Utilities Expense (actual versus budget)
- GMP and Quality Compliance
